Moore and City Council Members <br />Page 4 <br />January 11, 1999 <br />Rationale: These proposed changes seek to clarify the city council's authority to determine whether <br />any of its members has become disqualified to hold office. The council's role as judge of the <br />election of its members is limited to canvassing the election results; it does not involve judging the <br />qualifications of candidates or newly elected council members, so the language about the council <br />acting as "judge of the election" of its members is not carried forward in the proposed changes. <br />3. Amend Section 3.04 regarding compensation for council members as follows: <br />Sec. 3.04. Compensation. <br />Members of the city council shall receive compensation in the amount of $100 for <br />each council meeting attended by them, with a maximum of three meetings per month for <br />which compensation is provided. serve without pay or compensation; provided, , <br />drat-they Council members shall be entitled to ail necessary expenses incurred in the <br />performance of their official duties. There shall be provided in each annual city budget an <br />amount not to exceed $5,000 for the expenses of the mayor and of each council member. The <br />mayor and the members of the city council shall be reimbursed for the amounts so provided <br />for in the annual city budget for their actual official city business expenses. The city council <br />by resolution or ordinance shall provide for a means of determining what expenses are <br />reimbursable and what requirements must be met for reimbursement. <br /> <br />Rationale: Service on the city council requires a commitment of a large amount of time and effort. <br />Providing per-meeting compensation for council members could foster better attendance, and could <br />make service on the council more attractive to potential candidates. The institution of per-meeting <br />compensation should be accompanied, however, by a limit on the amount that is budgeted for the <br />expenses of each council member. <br />4. Amend Section 3.05 regarding the authority of the mayor as follows: <br />Sec. 3.05. Mayor and mayor pro tempore. <br />The mayor shall preside at all meetings of the council and shall be recognized as head <br />of the city government for all ceremonial purposes, for the purpose of receiving service of <br />civil process, for emergency management military purposes, and as principal liaison between <br />council members and the city manager and other council appointees.
