RESOLUTION NO. 2019-179R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING A DESIGNATION OF A PORTION OF <br />STATE HIGHWAY 21 WITHIN THE CITY LIMITS AS THE PRIVATE <br />FIRST CLASS KRISTIAN MENCHACA MEMORIAL HIGHWAY; AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. June 16, 2019 marked the 13th anniversary of the death of U.S. Army Private First <br />Class Kristian Menchaca of Brownsville, Texas, providing a fitting opportunity to reflect on his <br />life and his service to his country. <br />2. Private Menchaca, who was assigned to the 1St Battalion, 502nd Infantry Regiment, <br />2nd Brigade, 101St Airborne Division, was killed following an insurgent attack on a U.S. Army <br />checkpoint south of Baghdad, Iraq and was posthumously awarded the Bronze Star, Purple Heart <br />and Prisoner of War medals. <br />3. Before enlisting in the Army, Private Menchaca furthered his education by <br />attending the Gary Job Corps Center in San Marcos from September 2004 to February 2005 <br />earning a GED certificate and completing the security officer program. During his time in San <br />Marcos, Private Menchaca was involved in a number of local events including volunteering his <br />time for the Sights and Sounds of Christmas festival. <br />4. Willing to lay down their lives in the service of their fellow citizens, the men and <br />women of the U.S. armed forces demonstrate exceptional courage, honor, and love of country, <br />and time can never diminish the profound debt that all Americans owe to Private Menchaca for <br />the challenge he undertook and the immense sacrifice he rendered. <br />5. The location of the markers to be erected to demonstrate the memorial designation <br />will be for eastbound traffic on State Highway 21 near the Highway 80 intersection and for <br />westbound traffic on State Highway 21 near the Yarrington Road intersection. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The City Council of the City of San Marcos supports the designation of a <br />portion of State Highway 21, located within the city limits, after Private First Class Kristian <br />Menchaca. <br />PART 2. This Resolution shall be in full force and effect immediately from and <br />after its passage. <br />ADOPTED on September 17, 2019. <br />
