RESOLUTION NO.2019-180R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS EXPRESSING SUPPORT FOR THE EMERALD <br />CROWN REGIONAL TRAIL PROPOSAL; COMMITTING NOT TO USE <br />THE CITY'S EMINENT DOMAIN AUTHORITY TO ACQUIRE <br />EASEMENTS FOR THE TRAIL; AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS: <br />1. A Work Group that includes representatives of Hays County, the cities of Kyle, <br />Buda and San Marcos, the Guadalupe -Blanco River Trust, the Meadows Center for Water and <br />the Environment, the Hill Country Conservancy, Take -a -Hike San Marcos, the Texas State <br />University Geography Department and the San Marcos Greenbelt Alliance (SMGA) has been <br />formed to consider the development of a regional trail that would link the cities of Buda, Kyle <br />and San Marcos, to be known as the Emerald Crown Trail. <br />2. The Work Group adopted ground rules for its review of the trail proposal, <br />including a commitment that any easements needed for the trail would be acquired through <br />discussions with landowners, and not through the use of eminent domain. <br />3. SMGA secured an award of community assistance for the Work Group from the <br />National Park Service Rivers, Trails and Conservation Assistance (RTCA) program. <br />4. Work Group representatives made a presentation to the City Council on January <br />30, 2018 to provide information on the trail proposal. <br />5. The Work Group, with assistance from RTCA, hosted meetings in Buda, Kyle <br />and San Marcos in March, 2018 seeking input from the public on the trail proposal. <br />6. This input indicated public support for a regional trail that would connect <br />communities, enhance recreation and transportation opportunities, tourism and public health, and <br />the input also identified concerns about routing, safety, and maintenance associated with a trail. <br />7. The City Council wishes to express support for continued consideration of the <br />Emerald Crown Trail proposal by the Work Group. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS: <br />PART 1. The City Council supports the continued consideration of the Emerald <br />Crown Trail proposal by the Work Group, and the City Council directs the City staff to continue <br />to participate in the work and meetings of the Work Group. <br />
