Mr. Hernandez moved to appoint Alice Hinojosa as a representative of the Hispanic <br />Chamber of Commerce, Mr. Mihalkanin moved to reappoint Clarence Miller as an At-Large <br />Citizen and to reappoint Kathi Castoldi as a representative of the Chamber of Commerce, Ms. <br />Hughson moved to reappoint Dave Waugh as a representative of Downtown and to reappoint <br />Debbie Ingalsbe as a representative of the County, Mayor Moore moved to reappoint Connie <br />Skiles as a representative of Downtown and to reappoint John Cooper as an At-Large Citizen, <br />which passed unanimously. The two remaining appointments will be rescheduled for April 24, <br />2000. <br />Mayor Moore introduced for consideration two appointments to the Emergency Medical Services <br />Committee. Mayor Moore moved to reappoint Shirley Mullins as a representative of the City <br />and to reappoint Jane Hughson as a representative of the City Council. On roll call the following <br />vote was recorded: <br />AYE: Mihalkanin, Hughson (Shirley Mul1ins),Moore, Moseley, Cox, Hernandez. <br />NAY: None. <br />ABSTAIN: Hughson (Jane Hughson). <br />Mayor Moore introduced for consideration three appointments to the Construction Board of <br />Adjustments and Appeals. Mayor Moore moved to reappoint Johnny Pearce as a General <br />Contractor and Mr. Hernandez moved to appoint Walter Mott as an At-Large Citizen, which <br />passed unanimously. The remaining one appointment will be rescheduled for April 24, 2000. <br />Mayor Moore introduced for consideration one appointment to the Historic Preservation <br />Commission. Mr. Mihalkanin moved to appoint Elvin Holt to fill a vacancy as an At-Large <br />Citizen, which passed unanimously. <br />Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first <br />reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ESTABLISHING A FRANCHISE AGREEMENT WITH GRANDE <br />COMMUNICATIONS, INc. FOR CABLE TELEVISION AND OTHER SERVICES; <br />PROVIDING THE TERMS AND CONDITIONS UNDER WHICH THE FACILITIES <br />OF GRANDE COMMUNICATIONS, INc. WILL BE INSTALLED, OPERATED AND <br />MAINT AINED; ESTABLISHING A TERM OF THE AGREEMENT; AND <br />ESTABLISHING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Jerry James, <br />President of Grande Communications, Inc., stated the company would like to bring technology to <br />the corridor from Georgetown to San Antonio and establish a base in San Marcos as a Texas <br />company. San Marcos will be the headquarters for Grande Communications, Inc. and would <br />have a training facility at this location. Mr. Moseley asked what type of jobs would be available <br />with this company and Mr. James stated senior executives, 10% - 12%, operational planning <br />engineers, service technicians, warehouse facility, personnel and technical jobs. There were no <br />other speakers, so Mayor Moore closed the public hearing. Ms. Hughson moved for approval of <br />the Ordinance on first reading and Mr. Moseley seconded the motion. Discussion ensued. Ms. <br />Hughson moved to amend Page 4, Section 5.(c) to delete "On the fourth attempt the complaint <br />will be resolved by the City Manager" and Mr. Mihalkanin seconded the motion, which passed <br />unanimously. Ms. Hughson moved to amend Page 4, Section 5.(d), "Grande will notify aU <br />customers by mail of all channel changes within seven days of the change" to read "Grande will <br />notify all customers by mail of all channel changes within thirty days of the change" and Mr. <br />Hernandez seconded the motion, which passed unanimously. Ms. Hughson requested that <br />language be added to Section 5 to ensure equivalent state of the art technology at the time of <br />installation. The Council agreed and it will be included on second reading. The Council then <br />voted unanimously for approval of the Ordinance on first reading. <br />
