<br />48. <br />Regular Meeting May 22, 2000 Page 5 <br />DENSITY) AND "c" COMMERCIAL DISTRICT TO "C-2" HEA VY <br />COMMERCIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. Mark Van <br />Kleef stated he is the owner of the property and would be available to answer any <br />questions the Council may have. There were no other speakers, so Mayor Chiu closed <br />the public hearing. Mr. Doiron moved for adoption of the Zoning Ordinance and Mr. <br />Moseley seconded the motion, which passed unanimously. <br />Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE <br />CITY BY REZONING A 2.56 ACRE TRACT OF PROPERTY LOCATED AT <br />2216 IH-35 SOUTH FROM "f' INDUSTRIAL DISTRICT TO "C-2" HEAVY <br />COMMERCIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; <br />AND PROVIDING FOR PENALTIES. <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. Mark <br />McKenn stated he is representing the buyer of the property and would answer any <br />questions the Council may have. There were no other speakers, so Mayor Chiu closed <br />the public hearing. Mr. Doiron moved for adoption of the Zoning Ordinance and Mr. <br />Mayhew seconded the motion, which passed unanimously. <br />Mayor Chiu introduced for consideration a public hearing to receive citizen input <br />regarding the Community Development Block Grant Program Consolidated Plan. 1. <br />Mike Mercado stated the funds should be used to make San Marcos nicer, cleaner, and to <br />have more affordable housing available. 2. Ron Jager, from the San Marcos Seniors <br />Association, stated the association is in need of $40,000 to demolish the old church and <br />for architect fees. 3. Ruben Garza stated Southside Community Center is responsible for <br />a lot of affordable housing in the community and he feels there is still a great need for <br />housing. 4. Charlie Elliott stated Habitat for Humanity is in need of more funding to be <br />able to build more affordable housing in Victory Gardens. 5. Angela White stated the <br />Youth Service Bureau thanks the Council for funds that were used to renovate their <br />kitchen. 6. Pat Tessaro stated the Food Bank is in need of more space either added to <br />their current facility or will need funding to move to a larger facility. 7. Carmen Salinas <br />stated Homespun is in need of a permanent facility. In the last five years Homespun has <br />moved five times and in order to serve the community, they will need a facility of their <br />own. 8. Albert Sierra stated the Housing Authority is looking into purchasing ten city <br />lots and building homes for $75,000 each, which most homes in San Marcos are selling <br />for $100,000 or more. This is a great opportunity for many families in San Marcos. <br />There were no other speakers, so Mayor Chiu closed the public hearing. <br />Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCil., OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED <br />UNDER SECTION 82.067 OF THE CITY CODE TO REMOVE THE <br />RESTRICTIONS ON TRUCK TRAFFIC ON BISHOP STREET; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Moseley moved for approval of the Ordinance on first reading and Ms. Hughson <br />seconded the motion, 1. Ken Moss stated Bishop Street cannot handle truck traffic. 2. <br />John Thomaides stated some trucks need to be taken off Hopkins Street. 3, Joe <br />Schneider stated trucks should not be allowed on Bishop Street because the hill and blind <br />curve at the intersection of Franklin Drive is too dangerous. Mr. Hernandez asked to <br />have Staff research information regarding gravel and dump trucks. Mr. Gilley stated <br />Staff would do research and give the Council some suggestions. The Council then voted <br />unanimously for approval of the Ordinance on first reading. <br />
