GENERAL CONTRACTORS; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT <br />DOCUMENTS ON BEHALF OF THE CITY AND DECLARING AN <br />EFFECTNE DATE. <br />A RESOLUTION OF THE CITY COUNCil., OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING A RESOLUTION ADOPTED ON MAY 9, <br />2000 TO APPOINT A SUBSTITUTE CENTRAL COUNTING STATION <br />MANAGER, A SUBSTITUTE CENTRAL COUNTING STATION CLERK, A <br />SUBSTITUTE ALTERNATE JUDGE FOR PRECINCT 112, AND A <br />SUBSTITUTE ALTERNATE JUDGE FOR PRECINCT 334/445 FOR THE <br />SPECIAL RUNOFF ELECTION TO BE HELD ON JUNE 3, 2000, AND <br />DECLARING AN EFFECTNE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF <br />AMENDMENT NUMBER ONE TO THE LEASE OF AIRPORT PROPERTY <br />BETWEEN HEARN AVIATION, INC. AND THE CITY; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE AMENDMENT; AND DECLARING <br />AN EFFECTNE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A <br />LICENSE AGREEMENT FOR ATTACHMENT TO UTil.,ITY FACil.,ITIES <br />BETWEEN THE CITY AND GRANDE COMMCNICATIONS, INe.; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT <br />ON BEHALF OF THE CITY AND DECLARING AN EFFECTNE DATE. <br />(Preceding Resolution to include written amendments provided by Mr. Taylor) <br />Mayor Chiu introduced for consideration Item lO.B., adoption of an Ordinance on third <br />and final reading, removed from the consent agenda, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ARTICLE 2 OF CHAPTER 74 OF THE <br />CITY CODE TO ADD A NEW DNISION 4 REGARDING OBSTRUCTIONS <br />IN ALLEYS; AND INCLUDING PROCEDURAL PROVISIONS. <br />Ms. Hughson moved for adoption of the Ordinance on third and final reading and Mr. <br />Doiron seconded the motion. Ms. Hughson moved to amend Section 74.104 to insert <br />within 5 days to read "Nothing in sections 74.102 or 74.103 will affect the authority of <br />the director of public works to summarily remove an obstruction from an alley without <br />prior notice within 5 days if the director determines this is in the interest of the public <br />health, safety and welfare". Mr. Doiron seconded the motion, which passed unanimously <br />(Mr. Moseley and Mr. Hernandez were not present for roll call). Ms. Hughson moved to <br />table this item indefinitely and Mr. Cox seconded the motion. On ro]] can the foUowing <br />vote was recorded: <br />AYE: Chiu, Cox, Mayhew, Hughson. <br />NAY: Doiron, Moseley. <br />ABST AIN: None. <br />Mayor Chiu introduced a discussion item to receive a Report from the San Marcos Task <br />Force to Combat Teenage and Young Adult Alcohol Issues. Sue Cohen reviewed the <br />report that was in the City Council's agenda packet on the task force goals, <br />recommendations, and action plan (attached hereto). <br />
