accordance with the budget approved by the City Council. The Chamber agrees that the size, <br />assignments and roles of Chamber staff members performing services under this Agreement will <br />be subject to evaluation and approval by the Economic Development Board (the "ED Board"), to <br />be determined in response to work demands, individual skill sets, and the performance measures <br />approved by the City Council. <br />B. Mission; Goals. The mission of the Chamber's economic development services will <br />be to enhance and diversify the San Marcos area economy. The Chamber agrees to use its best <br />efforts to accomplish this mission by implementing the program approved by the City Council <br />under Paragraphs F and G of this Section. The program will be directed generally towards two <br />goals: 1) The retention and expansion of existing Primary Employers in the San Marcos area, and <br />2) the recruitment of new Primary Employers to the San Marcos area. In this Agreement, a <br />"Primary Employer" is a company whose goods, services and shipments are ultimately exported <br />to statewide, national or international markets, infusing new dollars into the economy of the City. <br />C. Small Business Economic Development. The Chamber will continue its efforts in <br />working with prospects that are small businesses. For the purpose of this agreement a small <br />business shall mean any business whose gross annual revenues do not exceed $500,000. The <br />services offered to small businesses shall include evaluating the immediate needs of such <br />prospects and assisting them in finding resources appropriate to their needs. The Chamber will <br />work with the Economic Development Director to facilitate educational events that communicate <br />the efforts of the City, the Chamber and ED Board to the public regarding their collaborative <br />efforts in working towards established economic development goals. <br />D. Initial Contact. The Chamber, through the Economic Development Director, agrees <br />to function as the City's initial contact for prospective and current employers and businesses in <br />matters related to economic development. <br />E. Office. The Chamber agrees to maintain an office located within the San Marcos city <br />limits that meets ADA requirements for accessibility and is staffed from 8:00 a.m. until 5:00 <br />p.m., Monday through Friday, excluding City-recognized holidays. <br />F. Economic Development Director. <br />1. The Chamber agrees to employ a full-time Economic Development Director to serve <br />as the Chamber's manager for the performance of services under this Agreement, and <br />Page 2 of 8
