EXHIBIT A SCOPE OF WORK TO WATER CONSERVATION GRANT CONTRACT NO. 10- 465 -AO BETWEEN THE EDWARDS AQUIFER AUTHORITY AND CITY OF SAN MARCOS SCOPE OF WORK: The City of San Marcos (the Grantee) will implement a commercial plumbing retrofit program for water customers within the City of San Marcos with the target customer being hotels and motels within the Grantee's service area. The Grantee will purchase and monitor the installation of up to 400 water sense high efficiency toilets, low flow showerheads, low -flow faucet aerators and will effectively market the plumbing retrofit program to applicable City of San Marcos water customers. After installation of the conservation plumbing devices has been completed, the grantee will monitor and document the hotel /motel commercial water use. In addition, the grantee will notify the Authority in writing once the installation of the high efficiency plumbing devices begins. The Grantee will submit project status reports by July 1, 2010, October 1, 2010 and a final report notifying the Authority of project completion by January 31, 2011. Project status reports must include the names of Grantee's customers participating in the plumbing retrofit program, the number and types of high efficiency plumbing devices distributed and installed to date, the itemization of grant money spent to date and the expected completion date as installations progress. Additionally, in order to measure the amount of water conserved through this project the Grantee will submit two water savings reports to the Authority, the first of which will be due on June 1, 2011 and a final report to be due January 31, 2012. Water savings reports must show the amount of Edwards Aquifer groundwater saved in comparison to water use prior to the implementation of this conservation project. Completion Date The Completion Date of this Contract is January 31, 2012. A -1
