<br />126. <br />Regular Meeting July 10, 2000 Page 6 <br /> <br /> <br />Mr. Cox moved for adoption of the Resolution and for approval of the <br />amendments in Mr. Taylor's memorandum dated July 6, 2000 (tax abatement <br />delayed from 2002 and 2003 to 2004 and 2005; Section 5.03 change fraction <br />to "A/~) and Mr. Moseley seconded the motion. This expansion will <br />provide six new jobs. Mr. Doiron wants the tax abatement policy to be <br />reviewed. On roll call the following vote was recorded: <br /> <br />AYE: Moseley, Hughson, Chiu, Cox, Mayhew, Tatum. <br /> <br />NAY: Doiron. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Chiu introduced for consideration Item 9.E., approval of Tourist <br />Account funding in the amount of $800.00 for exhibit space at the Texas <br />Municipal League Conference in Austin, November 15-18, 2000. Ms. Hughson <br />asked what the total cost would be and Ms. Womack stated about $2,000. <br />Ms. Hughson stated this is not a good use of our tourist dollars and there <br />are more cost effective ways to promote tourism. Mr. Moseley moved for <br />approval of the expenditure from the Tourist Account and Mr. Cox seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Doiron, Moseley, Chiu, Cox, Tatum. <br /> <br />NAY: Hughson, Mayhew. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Chiu introduced for consideration approval of appointments to the <br />San Marcos Sesquicentennial Commmittee (temporary). Mr. Doiron agreed to <br />serve as Co-Chair with Diana Finley. Mr. Doiron moved to appoint Diana <br />Finley and Rodney Vanoudekerke, Mr. Moseley moved to appoint Mittee <br />Washington and Elvin Holt, Ms. Hughson moved to appoint Pat Murdock and <br />Frances Breihan, Mayor Chiu moved to appoint Janis Womack, Gwen Smith and <br />C. Hill Rylander, Mr. Cox moved to appoint Ellie Stewart and James Wilson, <br />Mr. Mayhew moved to appoint Gretchen Lindsey and Frank Flauto, and Ms. <br />Tatum moved to appoint Linda Kendrick and Neddie Castillo, which passed <br />unanimously. <br /> <br />Mayor Chiu introduced a discussion regarding the MLK/Heritage Neighborhood <br />traffic proposal. John Thomaides advised the Council the Neighborhood <br />Transportation Group includes representatives of five neighborhoods who <br />formed after the Carson zoning matter. They felt challenged by some of <br />the comments made by the City to form this group. Miguel Lecuona stated <br />the goal is about process and how we can work together. The neighborhoods <br />want a partnership with the City. Amy Kirwin stated she wants to <br />emphasize what Mr. Lecuona stated. She stated she was delighted with the <br />enthusiasm the Council had shown for their report and is encouraged the <br />City is supportive of assisting with any details the neighbors might need. <br />Scott Walker stated the neighborhoods want development that works for <br />everyone. They suggested a planned development for this area might reduce <br />the traffic. He stated the City is not prepared for the growth we are <br />experiencing, and the neighborhoods are trying to take a pro-active <br />stance. The neighborhoods have drafted a proposal of four roads through <br />the Dunbar Neighborhood. A neighborhood meeting is planned July 18 at <br />7:00 p.m. at Dunbar. Mr. Doiron stated he is impressed what the neighbors <br />have accomplished on their own. He wanted to know what action the Council <br />wants to take at this time, and if the City was aware what plans the <br />developer has. He stated the City needs to make this part of town more <br />navigable. Ms. Hughson stated the City should support this group as it <br />moves forward and the Council agreed. It was consensus of the City <br />Council for staff to review the neighborhoods' proposal. The <br />neighborhoods also stated they want to plan a multi-neighborhood meeting <br />sometime in August with City staff present. <br />
