City Council Meeting Minutes September 3, 2019 <br />how much they enjoyed participating in this challenge. This has been a really <br />wonderful effort and the first of its kind in the State. She stated that here in the <br />State this initiative is very timely with the wrap up of the legislative session. <br />She stated that the film industry was awarded $50,000,000 to provide grants to <br />film makers for coming to Texas. She stated that it is communities like San <br />Marcos that help sell Texas as a film destination. To date, the first 10 years of <br />our incentive program have yielded $1.39 Billion instate expenditures, this is <br />money that has come through the State. It has generated over 153,000 <br />production jobs. She stated there has been a 533% return on investment. She <br />thanked San Marcos for their participation and for embracing our industries <br />and our business. <br />Randy Polk, thanked the community and stated that we have boosted our <br />profile to film makers and production companies. He stated that a film <br />company can really come in and drop money into a small town. They have to <br />pay for hotels, supplies, restaurants, catering, material to build sets, fuel, and <br />dry cleaning. He provided that this is a clean industry. He thanked the <br />community for supporting them and there is a lot of content that will have to <br />be made and we have positioned ourselves very well. He thanked the residents <br />that registered. He also thanked Council Member Marquez, Council Member <br />Rockeymoore, Council Member Prewitt, and Mayor Hughson for their hard <br />work.The Mayor is working on registering her house. He provided further <br />thanks to individuals for their work. <br />CONSENT AGENDA <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Rockeymoore, to approve the consent agenda, with the exception of <br />items #2 and 9, which were pulled and considered separately. The motion <br />carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />1. Consider approval of Ordinance 2019-23, on <br />City's 2018-2019 Fiscal Year budget to allocate <br />from the Hotel Occupancy Tax ("HOT") Fund to <br />reduced in the original 2018-2019 Fiscal Yea <br />collection amounts that were lower than actua <br />date. <br />second of two readings, amending the <br />a total amount not to exceed $261,462 <br />reinstate operational budgets that were <br />r budget due to initial forecasted hot <br />I collections; and providing an effective <br />2.
