Attachment 3: Scope of Services a. CARTS shall provide the same level of transit services to the San Marcos urbanized area as were provided by CARTS as of September 30, 2019. b. The City and CARTS may negotiate and approve changes to the scope of services by written instrument which shall be an addendum to this agreement.
