Hopkins - Work Session <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />With a quorum present, the work session meeting of the San Marcos City <br />Council was called to order by Mayor Hughson at 3:02 p.m. Tuesday, <br />September 17, 2019 in the City Council Chambers, 630 E. Hopkins, San <br />Marcos, Texas 78666. <br />II. Roll Call <br />Present: 7 - Mayor Pro Tem Lisa Prewitt, Council Member Saul Gonzales, Council Member <br />Melissa Derrick, Mayor Jane Hughson, Council Member Ed Mihalkanin, Council <br />Member Joca Marquez and Council Member Mark Rockeymoore <br />PRESENTATIONS <br />1. Receive a Staff presentation and hold discussion regarding Downtown Architectural and <br />Design Standards, and provide direction to the City Manager. <br />Alison Brake, Historic Preservation Officer and Planner, reviewed the <br />discussion regarding design standards applicable in downtown, and design <br />standards applicable in Historic Districts held by the City Council on August <br />20, 2019. Ms. Brake reviewed the outline of what will be presented to the <br />Council. Topics covered included: Process for reviewing properties zoned <br />CD -5D, Process for reviewing properties within the Downtown Historic <br />District, Recent legislation and an example from McKinney, TX. <br />Ms. Brake introduced Abigail Gillfillan, Planning Manager, who provided the <br />review of the of the process for reviewing properties zoned CD -5D. Ms. <br />Gillfillan explained that the downtown boundary was first developed as part of <br />2008 Downtown Master Plan. She provided that the zoning was established in <br />2011 with adoption of the Downtown SmartCode. Following adoption the City <br />contracted with Nore Winters to develop architectural standards in 2012. She <br />explained that through that process context -sensitive design standards were <br />added, as well as, supplementing with design guidelines for special cases, & <br />revising sign standards for downtown area. <br />City of San Marcos Page 1 <br />
