City Council Meeting Minutes September 17, 2019 <br />Council provided consensus of the need for a new standard of notification. <br />This will require a 60 -day notice to resident's if a sidewalk will be installed in <br />front of their home. <br />The Multimodal Transit Committee made some recommendations and these <br />will be brought forward at a future meeting. <br />Discretion can be given to staff at certain times to allow sidewalks to be less <br />than 5 feet but must maintain Americans with Disability Act (ADA) <br />compliance. <br />27. Hold discussion regarding Recommendation Resolution 2019-02RR of the San Marcos <br />Commission on Children and Youth to allocate funding for a full-time, high level executive <br />position that will help oversee the implementation of the Youth Master Plan, with the San <br />Marcos Commission on Children and Youth earmarking half of its City Council <br />appropriated funding for the next two years to support this position, and provide direction <br />to the City Manager. <br />Stephanie Reyes, Interim Assistant City Manager provided a brief update on <br />the San Marcos Commission on Children and Youth recommendation request <br />that would allocate funding for a full-time, high level executive position that <br />will help oversee the implementation of the Youth Master Plan. The San <br />Marcos Commission on Children and Youth would earmark half of its City <br />Council appropriated funding for the next two years to support this position <br />and they would like Council to place this on a future agenda for Council's <br />approval. <br />Council consensus is have staff bring back an Ordinance supporting this <br />recommendation to create this position and make sure the other Core 4 <br />organizations which include Hays County, Texas State University, and the San <br />Marcos Consolidated Independent School District are in support and will assist <br />with funding. <br />EXECUTIVE SESSION (If necessary) <br />28. Executive Session in accordance with the following Government Code Sections: <br />A. Section § 551.074 - Personnel Matters: discuss duties and responsibilities of the City <br />Manager <br />B. Section § 551.072 - Real Property: to receive a staff briefing and deliberate regarding <br />the potential acquisition of property in the downtown area for municipal use. <br />C. Section 551.087 - Economic Development: to receive a staff briefing and deliberate <br />regarding Project World Series. <br />A motion was made by Council Member Derrick, seconded by Council <br />City of San Marcos page 22 <br />
