City Council Meeting Minutes September 30, 2019 <br />individual has a minor offense the San Marcos police department will work <br />with them and get them the assistance they need instead of being arrested. This <br />program has been working very well and many individuals have been diverted <br />out of the system. Staff will get these diversion numbers to Council. Currently <br />we have three Mental Health Officers on staff, and all police officers have been <br />trained on basic mental health peace officer course, so they can recognize the <br />signs that someone may need mental health services. <br />The City of San Marcos currently has programs in place to help with mental <br />health assisted diversion. We can identify what we have currently by scanning <br />our environment, taking inventory of sources we currently have, and look at <br />services provided to our community in order to enhance services. <br />The Criminal Justice Reform Committee will meet to discuss these issues <br />further and provide a recommendation to Council. A chart to compare Cite <br />and Diversion, Cite and Release, and LEAD program will be provided to the <br />committee for their review. <br />EXECUTIVE SESSION <br />2. Executive Session in accordance with the following Government Code Sections: <br />A. Section § 551.087 - Economic Development: to receive a staff briefing and deliberate <br />regarding the creation of Hays County Municipal Utility District No. 8. <br />B. Section 551.087 - Economic Development: to receive a staff briefing and deliberate <br />regarding Project World Series. <br />C. Section § 551.074 - Personnel Matters: discuss duties and responsibilities of the City <br />Manager <br />A motion was made by Council Member Derrick, seconded by Council <br />Member Rockeymoore, to enter into Executive Session at 4:53 p.m. The <br />motion carried by the following vote: <br />For: 6 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Marquez and Council Member Rockeymoore <br />Against: 0 <br />Absent: 1 - Council Member Mihalkanin <br />III.
