Rodney Cobb <br /> Also present: Sarah Alvarez, Francis Serna, Carol Coughlin, Bob Mooney, Tom VVassenich, <br /> Dianne VVassenich, Collette Duran, John McBride, Phil Neighbors, John Holtermann, Billy <br /> Moore, JCent Morrison, Jon Cradit, Tom McNair, Merlin Evans, Joe Castillo, Melissa Millecam, <br /> Richard Garza, Stanley Tanger, Lupe Costilla, George VonderLippe, John Thomaides, Scott <br /> VValker, Miguel Lecuona, Hector Montenegro, Sherri Russell, Rodney Gonzales, and others. <br /> Mayor Chiu called the meeting to order at 7:00 p.m. <br /> Mayor Chiu introduced the citizen comment period. (1) Marty Bryan, proprietor of the Outback <br /> Steakhouse, stated he supports the Tanger Partnership Agreement and everyone would benefit <br /> from this partnership. (2) Miguel Lecuona ofthe Neighborhood Transportation Group, gave an <br /> update on the six goals and objectives supported by the Neighborhood Association and <br /> encouraged the City to move forward. He stated the Association needed more support from <br /> Engineering and the Planning and Zoning Commission and suggested they meet with the <br /> Carsons. They also stated the PDD Ordinance should be rewritten and the Neighborhood <br /> Association would like to redo the Sector Plan. (3) John Thomaides, President ofthe Heritage <br /> Association, stated they were supported by the neighborhood to move forward with the Carsons' <br /> issue in their July 8 meeting. He stated issues discussed at the meeting were: [1.] to provide <br /> ideas and plans, [2.] improve traffic flow with conditions, [3.] develop mutual respect and trust <br /> between the City and neighborhoods and, [4.] move forward and earn a seat at the bargaining <br /> table. (4) John McBride, who resides on Franklin Drive stated concerns on Planning and <br /> Zoning appointments. He stated decisions need to be made when making appointments. The <br /> people who get appointed need to be able to make decisions according to Master Plan guidelines <br /> and make objective decisions. (5) Tom McNair, President of Hughson Heritage Association, <br /> stated the importance of the Planning and Zoning appointments. He stated their decisions affect <br /> the City and the Council needs to select carefully. Mr. McNair hopes the three individuals <br /> selected are interested in the long term welfare of the City, and not someone who can be <br /> persuaded. (6) Dianne VVassenich, Tanglewood Neighborhood Representative, stated her <br /> concerns of the three P&Z appointments. She stated persons who are supported by the <br /> Neighborhood Association and should be nominated are: Bob Mooney, Scott VValker, and <br /> Teresa Hobby, (7) Jon Cradit asked the Council to select new P&Z appointments carefully <br /> which is currently weighted with development representation. The P&Z Commission needs <br /> neighborhood associations represented. (8) Scott VValker, who resides on MLJC, stated he wants <br />
