City Council Meeting Minutes October 15, 2019 <br />24. Consider an appointment to fill a vacancy on the Housing Authority, and provide direction <br />to staff. <br />A motion was made by Council Member Rockeymoore, seconded by Council <br />Member Marquez, to appoint Cathy Carson to the Housing Authority. The <br />motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />25. Hold discussion regarding an adjustment to the FY20 Budget to fund the Council -directed <br />addition of expenses for the Family Justice Center staff person as well as a Youth <br />Services Manager to be employed by a local social services agency for implementation <br />of the Youth Master Plan, and provide direction to the City Manager. <br />Council consensus is to allow staff to move forward with the FY2O budget <br />adjustment to fund the addition of expenses for the Family Justice Center staff <br />person as well as a Youth Services Manager to be employed by a local social <br />services agency for implementation of the Youth Master Plan. <br />Stephanie Reyes, Interim Assistant City Manager, asked for clarification since <br />this is a recurring expense if Council would like to look at this at budget policy <br />next year. Council would like to have this brought back for review at that time. <br />26. Hold discussion and receive a presentation regarding recommendation Resolution <br />2019-01 RR of the Parking Advisory Board detailing the first set of downtown parking and <br />mobility recommendations, receive an update from Mayor Pro Tem Lisa Prewitt and <br />Council Member Joca Marquez as Council representatives on the Parking Advisory <br />Board regarding the progress of the board, and provide direction to the City Manager. <br />Carina Boston-Pinales, Vice Chair of the Parking Advisory Board, provided <br />the Council with a brief presentation detailing the first set of downtown <br />parking and mobility recommendations as follows: <br />Phase 1 <br />Increased enforcement with supplemental parking <br />Increase funding for parking enforcement staff <br />Citation letters be mailed out to all parking violators <br />Create an 18 -month surface lot parking program using vitality funds <br />Simultaneous educational and marketing plan and program to increase <br />outreach and capture metrics. <br />City of San Marcos page 20 <br />
