City Council Meeting Minutes October 15, 2019 Roland Saucedo, 211 Ebony Street, spoke about item #25 and stated that his niece was a victim of domestic violence and that she nearly died due to her boyfriend trying to suffocate her. Thankfully her brother walked in, but he still held her hostage. She contacted 911 and she was advised to go to the San Marcos Police Department and she was then treated at Central Texas Medical Center. They thought that the justice system would protect her and he stated that he was sent to several people and that it took 3 months before the boyfriend was arrested. In September she was kidnapped and had they not been tracking her they would have been unable to track her. He spoke in favor of item #25 to help victims like this, she was very discouraged because she felt like she didn't have credibility. Mark Tolley, spoke about his work with the San Marcos Low Income Housing Tax Credit Policy and stated that he is speaking about subsection C. He stated that 35% being 3 or 4 -bedroom units gives them pause. This is substantially higher than what they see around the state. He stated that that this could be problematic down the road and could depress the rents and supply. He stated that their project meets all aspects of this policy, but that some level of relief valve should be considered within this ordinance related to the 3 -bedroom units.
