City Council <br />Meeting Minutes November 19, 2019 <br />costs for phase one of the Fire Training Facility project in the amount of $191,600 <br />bringing the revised contract price to $250,200; authorizing the City Manager or his <br />designee to execute the appropriate documents to implement the change in service; and <br />declaring an effective date. <br />14. Consider approval of Resolution 2019-236R, approving the appointment of Tammy Cook <br />as Interim City Clerk, and an interim pay increase of ten percent to her base salary <br />effective on December 1, 2019; and declaring an effective date. <br />15. Consider approval of Resolution 2019-242R, approving an annual State Use Contract <br />between the City and Goodwill Temporary Services, Inc. through TIBH Industries, Inc. for <br />the provision of janitorial services for the City of San Marcos in the estimated annual <br />amount of $535,928.51; authorizing the City Manager or his designee to execute this <br />agreement on behalf of the City; and declaring an effective date. <br />16. Consider approval, by motion, of the appointment of Margaret J. Salinas as Acting Local <br />Registrar overseeing Vital Statistics for the City of San Marcos, Texas. <br />PUBLIC HEARINGS <br />17. Receive a Staff presentation and hold the second of two public hearings to receive <br />comments for or against Ordinance 2019-40, reestablishing the juvenile curfew for minors <br />previously established by Ordinance No. 2009-28 and subsequently extended by <br />Ordinance 2012-16; and declaring an effective date; and consider approval of Ordinance <br />2019-40, on the second of two readings. <br />A motion was made by Council Member Gonzales, seconded by Mayor Pro <br />Tem Mihalkanin, to approve Ordinance 2019-40, on the second of two <br />readings. <br />Mayor Hughson opened the Public Hearing at 6:24 p.m. There being no <br />comments, the Mayor closed the Public Hearing at 6:24 p.m. <br />The motion to approve carried by the following vote: <br />For: 6 - Council Member Gonzales, Council Member Derrick, Mayor Hughson, Mayor Pro <br />Tem Mihalkanin, Council Member Marquez and Deputy Mayor Pro Tem <br />Rockeymoore <br />Against: 1 - Council Member Baker <br />18. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2019-43, amending section 6.2.2 of the planned development district <br />standards for the Trace Planned Development District generally located East of IH -35 <br />and South of Posey Road to allow two story multifamily residential buildings as the only <br />required elevations without including three and four story buildings; and including <br />procedural provisions; and consider approval of Ordinance 2019-43, on the first of two <br />readings. <br />City of San Marcos page 6 <br />
