<br />Regul2Jiß-Meeting Septmber 11, 2000 Page 2 <br /> <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Citizen Review Commission. Mr. Doiron moved to appoint Mike Stanley, <br />which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration approval of three appointments to <br />the Youth Commission. No nominations were made, and this will be <br />rescheduled for the next meeting. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Human Development Commission. No nomination was received, and this will <br />be rescheduled for the next meeting. <br /> <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Cemetery Commission. No nomination was received, and this will be <br />rescheduled for the next meeting. <br /> <br />Mayor Chiu introduced for consideration approval of two appointments to <br />the San Marcos Electric Utility (SMEU). Ms. Hughson moved to appoint <br />David Elliott, which passed unanimously. The remaining appointment will <br />be rescheduled at the next meeting. <br /> <br />Mayor Chiu introduced for consideration a public hearing and adoption of a <br />Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING LOT 108 OF <br />THE PARK ADDITION, THIRD DIVISION, LOCATED IN THE 900 BLOCK OF <br />CHESTNUT STREET, FROM "MF-4" (MULTI-FAMILY RESIDENTIAL DISTRICT [HIGH <br />DENSITY]) TO "MF-2" (MULTI-FAMILY RESIDENTIAL DISTRICT [MEDIUM <br />DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />Steve Henry, the owner of the property, stated he was requesting down <br />zoning of the property to place a 5-plex on the property which he plans to <br />own and manage. He and his wife are relocating to San Marcos. He stated <br />he has designed the project to fit the character of the land and is <br />providing a sidewalk on the Chestnut side of his property. He also added <br />Jim Byrn was present if the Council wished to ask any engineering <br />questions. No one else wished to speak, so Mayor Chiu closed the public <br />hearing. Mr. Moseley moved for adoption of the Zoning Ordinance and Mr. <br />Doiron seconded the motion. Mr. Cox stated there has been some objection <br />to the lack of sidewalks in this area and Mr. Henry is satisfying this <br />need on his property. Mr. Cox asked Mr. Gilley if sidewalks were <br />scheduled to be constructed on Chestnut this year, and Mr. Gilley stated <br />he would have to check on when that would occur and saw no reason why <br />sidewalks could not be placed on Chestnut. Mr. Cox stated some land in <br />this area had been set aside for greenspace and would this property be <br />needed. Mr. Gilley indicated funding has been placed in the FY2000-2001 <br />budget earmarked for the purchase of some greenspace and some CDBG funds <br />for greenspace. Ms. Hughson asked if the City had access to the <br />greenspace. Mr. Theriot stated the Planning and Zoning Commission <br />discussed access to the City property and indicated there is an unimproved <br />public right-of-way alongside this property and that Mr. Henry was <br />interested in making it a driveway. There was some concern expressed for <br />Mr. Henry to do so, so it was not allowed. The City still has the <br />unimproved right-of-way to access the greenspace. The Council voted <br />unanimously for adoption of the Zoning Ordinance. <br /> <br />Mayor Chiu introduced for consideration reconsideration of three Zoning <br />Ordinances. The Council did not wish to reconsider any of these <br />Ordinances.
