City Council Meeting Minutes November 6, 2019 <br />MOTION TO AMEND: A motion was made by Council Member Derrick, <br />seconded by Council Member Rockeymoore, to amend Ordinance 2019-41, <br />Section 2.7.4.1 Purpose, Applicability, Exceptions, and Effect, Subsection B. <br />90 -Day Review Period for Certain Buildings. 2. by adding the words "or at <br />least 80 years of age." at the end of the sentence to now read as follows: <br />2. located outside the Historic Resources Survey boundaries, as amended or <br />supplemented, that is listed on the National Register of Historic Places <br />(NRHP), or a Recorded Texas Historic Landmark (RTHL) or at least 80 years <br />of age." <br />The motion carried by the following vote: <br />For: 4 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick and <br />Council Member Rockeymoore <br />Against: 3 - Mayor Hughson, Council Member Mihalkanin and Council Member Marquez <br />MAIN MOTION: to approve Ordinance 2019-41, on the first of two readings, <br />as amended. The motion carried by the following vote: <br />For: 4 - Mayor Pro Tem Prewitt, Council Member Derrick, Mayor Hughson and Council <br />Member Rockeymoore <br />Against: 3 - Council Member Gonzales, Council Member Mihalkanin and Council Member <br />Marquez <br />NON -CONSENT AGENDA <br />24. Consider approval of Resolution 2019-209R, approving amendments to the <br />Affordable/Workforce Housing Policy regarding the criteria for approval of applications <br />relating to the Low -Income Housing Tax Credit Program administered by the Texas <br />Department of Housing and Community Affairs; and declaring an effective date. <br />A motion was made by Council Member Derrick, seconded by Mayor Pro Tem <br />Prewitt, to approve Resolution 2019-209R. The motion carried by the following <br />vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />25. Consider approval of Resolution 2019-222R, approving the first amendment to the <br />design -build agreement between the City and Flintco, LLC setting the final guaranteed <br />maximum price for the construction of the new Fire Station No. 2 in the amount of <br />$5,367,405.00; authorizing the City Manager or his designee to execute the amendment <br />on behalf of the City; and declaring an effective date. <br />City of San Marcos Page 10 <br />
