City Council Meeting Minutes June 5, 2019 <br />during a future workshop specifically to Neighborhood Density Districts. <br />• Redact/eliminate neighborhood -main street district (4.4.2.4) <br />• Suspend neighborhood density districts until character studies complete <br />(4.4.2) <br />• Keep neighborhood density districts regardless of status of character studies <br />(4.4.2) <br />• Rename Neighborhood Density Districts to Neighborhood Diversity Districts <br />(4.4.2) <br />• Add an N2 zoning district which allows more moderate increase in density, <br />setbacks, and allowed housing types from conventional residential districts. <br />(4.4.2) <br />Neighborhood Transitions: <br />• Replace current standards with requirement that Commercial use across the <br />street from established Residential use be limited to 1 story (4.4.4.1) <br />Following discussion there was a consensus of the members of the City Council <br />and Planning and Zoning Commission Members to move forward with staff <br />performing further analysis and bringing it back for consideration. Council <br />provided direction for Staff to also review and bring back Neighborhood <br />Transitions overall. <br />Zoning -General: <br />• Convert conventional residential districts to legacy districts. Require <br />neighborhood density or character districts for future rezones (4.1) <br />Following discussion there was a consensus of the members of the City Council <br />and Planning and Zoning Commission Members to not move forward. <br />• Allow up to 3 dwelling unit by right (subject to compliance with all other lot <br />development standards and preservation of primary structure) in all districts <br />(4.3) <br />Following discussion there was a consensus of the members of the City Council <br />and Planning and Zoning Commission Members to not move forward. <br />• Add Industrial zoning district to accommodate rail service expansion (4.4.5.3 <br />and 4.4.5.4) <br />Following discussion there was a consensus of the members of the City Council <br />and Planning and Zoning Commission Members to move forward with staff <br />performing further analysis and bringing it back for consideration. <br />• Review possibility of adding Planned Development Districts (4.5) <br />Following discussion there was a consensus of the members of the City Council <br />City of San Marcos Page 9 <br />
