Phased Plans. An application for a watershed protection plan may be prepared and acted upon by the City in two <br />phases. <br />2. A watershed protection plan (phase 2) shall be prepared prior to approval of the first development application <br />that portrays a specific plan of development but at no time later than a development application or permit <br />authorizing land disturbance including: <br />a. Final subdivision or development plat; <br />b. Minor subdivision plat or replat, if the land is located in any of the following areas: <br />g 1. Edwards Aquifer Recharge Zone Transition Zone and Contributin Zone within the Transition Zoiie; <br />2. A floodplain, water quality, or buffer zone; <br />3. The San Marcos river protection zone; or <br />4. San Marcos river corridor. <br />c. Public improvement construction plan; or <br />d. Site development plan. <br />r t 'r' , (',,,, ° , .,'n 9 II E U i II irk II'°°,Y <br />DIVISION 1: APPROVAL AND APPLICATION PROCESS <br />Section 2.7.1.1 Purpose, Applicability, Exceptions and Effect <br />C. A site plan permit is required for all development meeting any of the criteria listed below. <br />3. All non-residential and multi -family development located partially or completely on a lot within any of the <br />following sensitive environmental regions: <br />a. Over the Edwards Aquifer -o - g _-&Recharee Zone, Transition Zone and Contributi <br />9 q g - <br />Zone within the Transition Zone; <br />b. An identified floodplain, water quality or buffer zone; <br />c. The San Marcos river protection zone; <br />d. The San Marcos river corridor; or <br />e. Wetlands or other jurisdictional water. <br />Section 2.7.1.1 Purpose, Applicability, Exceptions and Effect <br />F. Exemptions. The requirement to have a site plan permit does not apply in whole or in part to the following activities <br />or land uses: <br />10 1. Clearing that is necessary only for surveying purposes. <br />2. Agricultural uses. Documentation is required.. <br />3. Other activities which are exempted from site plan permit requirements pursuant to this Development Code. <br />Section 2.7.1.4 Criteria for Approval <br />A. Criteria. The following criteria shall be used to determine whether the site plan permit application shall be <br />approved, approved with conditions, or denied: <br />1. The site plan is consistent with all prior approvals; <br />2. All standards of this Development Code, as applicable, have been and remain satisfied including: <br />a. All standards applicable to the district in which the property is located; <br />b. Standards applicable to a water quality protection plan; <br />c. Special dimensional and design standards applicable within an overlay district to which the use is subject; <br />d. Conditional use permit (CUP) requirements; <br />11 e. Any standards imposed as conditions for approval of a variance or alternative complianceLand.- <br />f.
