Many cities have written into their design guidelines that painting of historically <br />unpainted brick is prohibited; all three cities above have guidelines prohibiting painting <br />of unpainted masonry. However, if the building has already been painted, the Texas <br />Historical Commission Main Street Program provides guidance on removing paint <br />where feasible or selecting appropriate paint colors ("EXHBIT E"). <br />RECOMMENDA-rm <br />In the majority of cases, regulation of paint is kept to commercial buildings using design <br />guidelines and administrative Certificates of Appropriateness and in all the cases <br />researched, unpainted masonry is prohibited from being painted. <br />To keep with this standard, Staff recommends the following, which was supported by <br />the Historic Preservation Commission at their February 7 Regular Meeting: <br />1. Amend the San Marcos Development Code to prohibit painting of previously <br />unpainted masonry; <br />2. Adopt the color palette from the National Trust for Historic Preservation in <br />Historic Design Guidelines, while allowing historic palettes from all major paint <br />manufacturers, and require an administrative Certificate of Appropriateness for <br />the current Downtown Historic District and potential future commercial historic <br />districts; and <br />3. Include educational guidance and information for residential properties within <br />guidelines and on website. <br />4. Strengthen the definition of primary materials in the San Marcos Development <br />Code to include the Secretary of the Interior Standard's definition of masonry <br />EXHIBITS <br />A.
