City Council Meeting Minutes December 17, 2019 <br />and neighborhood character studies in conjunction with the Comprehensive Plan <br />update and place emphasis on those plans. Staff will receive guidance from the <br />consultant on this and bring back a contract to start the process. <br />Staff has received the scope for the Comprehensive Plan update from the <br />consultant and can bring this back in January 2020 to begin the process. Ms. <br />Mattingly provided the timeline proposed by the consultant and Council would <br />like to see this begin soon after the beginning of the year. Council would like to see <br />a realistic schedule for this project with the actual months listed on the timeline. <br />1. Staff will bring back the next stage of the Land Development Code updates <br />2. Staff will bring the Nore Winters contract forward in January <br />3. Staff will put together a scope of work and bring it back to Council after the first <br />of the year, but before this a contract with the consultant will be brought back for <br />Council's approval. <br />Staff will also bring back to a Work Session the larger policy code items for council <br />feedback as to which items we need to include in the Comprehensive Plan Update. <br />Mayor Hughson asked if the Historic Preservation Commission has reviewed the <br />Winters contract. Ms. Mattingly will verify and if not, this can be added to their <br />January 2, 2020 agenda. <br />EXECUTIVE SESSION <br />2. Executive Session in accordance with the following Government Code Sections: <br />A. Section § 551.074 - Personnel Matters: discuss duties and responsibilities of the City <br />Manager <br />B. Section § 551.071 - Consultation with Attorney: <br />1. to receive a staff briefing and deliberation regarding Hays County Municipal Utility <br />District No. 8, and <br />2. to receive a staff briefing and deliberation regarding Martindale ETJ Matters. <br />A motion was made by Mayor Pro Tem Mihalkanin, seconded by Council Member <br />Baker, to enter into Executive Session at 4:26 p.m. The motion carried by the <br />following vote: <br />For: 6 - Council Member Gonzales, Council Member Derrick, Mayor Hughson, Mayor Pro Tem <br />Mihalkanin, Council Member Marquez and Council Member Baker <br />Against: 0 <br />Absent: 1 - Deputy Mayor Pro Tem Rockeymoore <br />City of San Marcos Page 5 <br />
