RESOLUTION 2008-30R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS SUPPORTING TEXAS STATE UNIVERSITY-SAN <br />MARCOS IN ITS PROJECT TO RESTORE THE HABITAT OF SPRING <br />LAKE; SUPPORTING THE UNIVERSITY' S APPLICATION FOR PHASE <br />THREE FUNDING OF ITS PROJECT FROM THE U.S. ARMY CORPS <br />OF ENGINEERS THROUGH A SECTION 206 GRANT; SUPPORTING <br />THE COMBINING OF BOTH THE UNIVERSITY PROJECT AND THE <br />SAN MARCOS RIVER AQUATIC ECOSYSTEM RESTORATION <br />PROJECT AS TWO COMPONENTS OF A SINGLE RESTORATION <br />PROJECT FOR THE SAN MARCOS RIVER AND ITS HEADWATERS <br />BY ADDING X439,000.00 TO FUND THE DETAILED RESTORATION <br />PLAN OF THE CITY PROJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS: <br />1. Since 2003 the City of San Marcos (the "City") has sought funding from the U.S. <br />Army Corps of Engineers for the San Marcos River Aquatic Ecosystem Restoration Project (the <br />"City Project") under Section 206 of the Water Resources Development Act of 1996. <br />2. Erosion and habitat deterioration along the San Marcos River have continued <br />since the City first sought funding, and the City Project would restore and enhance degraded <br />aquatic and terrestrial habitat along and within the river. <br />3. In 2005 the City of San Marcos received $10,000.00 from The U.S. Army Corps <br />of Engineers for the preliminary design phase of the City Project. <br />4. The City previously requested $439,000.00 in funding from the U.S. Congress for <br />the City Proj ect but has not yet received funding. <br />5. The total cost of the City Project is estimated to be $4,520,000.00 and the City <br />anticipates its share will be approximately $1,300,000.00. <br />6. In 1999 Texas State University -San Marcos ("Texas State") applied for a <br />Section 206 grant from the Corps of Engineers for a habitat restoration of Spring Lake (the <br />"University Project") which is located upstream of the City Project. <br />7. Texas State University has filed an application for funding of Phase 3 of the <br />University Project. <br />8. Restoration of the ecosystems of both Spring Lake and the San Marcos River is <br />one of the goals of a partnership between Texas State and the City to establish a contiguous river <br />corridor from Spring Lake to IH3 5 . <br />1 <br />
