(3) The user shall submit a progress report to the city no later than fourteen (14) <br />days following each date in the schedule and the final date of compliance including, as a <br />minimum, whether or not it complied with the increment of progress, the reason for any <br />delay, and, if appropriate, the steps being taken by the user to return to the established <br />schedule; and <br />(4) In no event shall more than nine (9) months elapse between such progress <br />reports to the city. <br />(c) Periodic compliance reports. <br />(1) Regulated categorical °*,,.,a,,..a ~~-'~~~*r~°~ industrial users subject to a <br />pretreatment standard, after the compliance date of the pretreatment standard or, <br />for new sources, after commencement of the discharge to the POTW, shall submit <br />a semiannual compliance report to the control authority in accordance with 40 <br />CFR 403.12(e). <br />(2) At the discretion of the control authority, any ' industrial user under <br />the jurisdiction of this division may be required to fulfill the same reporting <br />requirements as a regulated categorical standa~nd~st~} industrial user. <br />(d) Notification of changed discharge. Every industrial user shall promptly notify the <br />control authority in advance of any substantial change in the volume or character of <br />pollutants in its discharge, including the listed or characteristic hazardous wastes for <br />which the industrial user has submitted initial notification under 40 CFR 403.12(j). <br />(e) Notification of hazardous waste. The industrial user shall notify appropriate agencies <br />of any discharge of hazardous waste in accordance with 40 CFR 403.12(p). <br />(f) Mass limitations. The control authority may impose mass limitations on industrial <br />users that are using dilution to meet applicable pretreatment standards or requirements or, <br />when the imposition of mass limitations is appropriate, in accordance with 40 CFR <br />403.6(d). <br />(g) Signatory authority. <br />(1) Every initial and periodic compliance report and the wastewater survey for <br />nonresidential establishments used as an application for an industrial waste must <br />be signed by an authorized official of the industrial user. <br />(2) Every initial and periodic compliance report and the wastewater survey for <br />nonresidential establishments used as an application for an industrial waste permit <br />must <br />include the certification statement as set forth in 40 CFR part 403.6 (a)(2)(ii), and <br />shall <br />
