(c) Analysis shall be performed on suitable samples taken at the inspection port provided <br />or other control point authorized by the control authority. <br />(d) To detect unauthorized or accidental discharges, grab samples or time composites <br />may be used. <br />(e) The city may select an independent firm or laboratory to determine flow, BOD, TSS <br />and other wastewater constituents. Chain of custody procedures shall be followed. <br />(f) The city is entitled to select the time of sampling. <br />(g) Samples shall be taken at six-month intervals to establish the flow, BOD, TSS and <br />other wastewater constituents or at intervals determined by the control authority as <br />necessary to maintain control over the discharges from the permittee. <br />(h) Sampling and testing of industrial waste streams shall be conducted for the purpose <br />of monitoring compliance with federal and local discharge regulations. The control <br />authority shall determine the frequency of sampling and the pollutants to be monitored <br />for each industrial user, except that categorical and significant noncategorical industrial <br />users shall sample effluents and submit results of sampling analysis to the director a <br />minimum of two times each year in June and December. <br />(i) If sampling performed by an industrial user indicates a violation, the user shall notify <br />the control authority within 24 hours of becoming aware of the violation. The user shall <br />also repeat the sampling and analysis and shall submit the analytical results to the control <br />authority within 30 days of becoming aware of the violation, except the industrial user is <br />not required to resample if the control authority performs sampling between the initial <br />sampling and the time when the user received the results. <br />(j) If an industrial user takes action to reduce the input of pollutant materials into the <br />sewer system and requests the city in writing to collect and analyze an additional sample, <br />the costs of the supplemental sampling will be borne by the industrial user. Sample <br />analytical costs to be paid by the ' industrial user include the charge to the city by <br />the commercial laboratory performing the analysis, plus a fee to the city for sample <br />collection and delivery to the laboratory by city staff. This fee is established by the city <br />council. <br />(k) Billing for industrial waste surcharges, sampling and testing shall be as follows: <br />(1) The due date for all bills is the same as the due date for wastewater service to <br />the user. The penalty date is the same as the penalty date for bills for wastewater service <br />to the user. <br />(2) A bill is considered delinquent if the full amount of the bill is not paid by the <br />due date. A bill is considered paid if the payment is either received by the city or <br />postmarked by the postal service no later than the due date. <br />
