<br />75. <br />Regular Meeting October 23, 2000 Page 2 <br />He stated proposed development of this property began 4-1/2 to five years <br />ago and that the Oak Heights, Hughson Heights and Castle Forest <br />Neighborhoods asked the property remain R-1. They agreed to compromise <br />and allow limited business zoning in the neighborhood, but there are no <br />guarantees if the property is allowed to be commercial. He asked the <br />Council to reject this land use. (5) John McBride spoke in regard to <br />Item 8.D. on the agenda (Weatherford). He thanked the Council and City <br />Manager for the meeting on October 13 in regard to this property. He <br />stated they discussed the matter for two hours and a tentative compromise <br />was reached. Dr. Weatherford wanted to think about the compromise that <br />was reached over the weekend. The following Monday Dr. Weatherford chose <br />to go forward with the land use on this agenda. Mr. McBride stated only <br />PDD zoning can address the concerns of the neighborhoods. He would like <br />to see resolution of this matter and thinks Mr. Patterson's Option 8 would <br />be a compromise. <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Cemetery Commission. There were no nominations and this will be <br />rescheduled. <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Library Board. Ms. Hughson moved to appoint Gilbert Fulmer (City), which <br />passed unanimously. <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />Airport Commission. Ms. Hughson moved to appoint Curtis Briggs (City), <br />which passed unanimously. <br />Mayor Chiu introduced for consideration approval of one appointment to the <br />San Marcos Sesquicentennial Committee (Temporary). Mr. Doiron moved to <br />appoint Virginia Witte, which passed unanimously. <br />Mayor Chiu introduced for consideration a public hearing and approval of <br />an Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A SCHEDULE OF RECLAIMED WATER RATES AND TERMS AND <br />CONDITIONS; INCLUDING PROCEDURAL PROVISONS; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />Jim Byrn inquired how the water is being sold and stated there needs to be <br />a commitment by the City to supply water. Miller Smyth stated they have <br />purchased some of Bill Soyars' property and are developing it and want the <br />City to give them an opportunity to work any difficulties out. No one <br />else wished to speak, so Mayor Chiu closed the public hearing. Ms. <br />Hughson noted she has requested a workshop on the subject in the past and <br />Council has agreed to this. She requested a workshop be scheduled for the <br />Council to discuss wastewater reuse and stated it could be scheduled <br />before the final reading on this Ordinance.
