Regular Meeting October 23, 2000 Page 2 He stated proposed development of this property began 4-1/2 to five years ago and that the Oak Heights, Hughson Heights and Castle Forest Neighborhoods asked the property remain R-1. They agreed to compromise and allow limited business zoning in the neighborhood, but there are no guarantees if the property is allowed to be commercial. He asked the Council to reject this land use. (5) John McBride spoke in regard to Item 8.D. on the agenda (Weatherford). He thanked the Council and City Manager for the meeting on October 13 in regard to this property. He stated they discussed the matter for two hours and a tentative compromise was reached. Dr. Weatherford wanted to think about the compromise that was reached over the weekend. The following Monday Dr. Weatherford chose to go forward with the land use on this agenda. Mr. McBride stated only PDD zoning can address the concerns of the neighborhoods. He would like to see resolution of this matter and thinks Mr. Patterson's Option 8 would be a compromise. Mayor Chiu introduced for consideration approval of one appointment to the Cemetery Commission. There were no nominations and this will be rescheduled. Mayor Chiu introduced for consideration approval of one appointment to the Library Board. Ms. Hughson moved to appoint Gilbert Fulmer (City), which passed unanimously. Mayor Chiu introduced for consideration approval of one appointment to the Airport Commission. Ms. Hughson moved to appoint Curtis Briggs (City), which passed unanimously. Mayor Chiu introduced for consideration approval of one appointment to the San Marcos Sesquicentennial Committee (Temporary). Mr. Doiron moved to appoint Virginia Witte, which passed unanimously. Mayor Chiu introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A SCHEDULE OF RECLAIMED WATER RATES AND TERMS AND CONDITIONS; INCLUDING PROCEDURAL PROVISONS; AND DECLARING AN EFFECTIVE DATE. Mayor Chiu opened the public hearing and asked if anyone wished to speak. Jim Byrn inquired how the water is being sold and stated there needs to be a commitment by the City to supply water. Miller Smyth stated they have purchased some of Bill Soyars' property and are developing it and want the City to give them an opportunity to work any difficulties out. No one else wished to speak, so Mayor Chiu closed the public hearing. Ms. Hughson noted she has requested a workshop on the subject in the past and Council has agreed to this. She requested a workshop be scheduled for the Council to discuss wastewater reuse and stated it could be scheduled before the final reading on this Ordinance. Ms. Hughson wanted to know if
