TO EXTEND AN ANNUAL CONTRACT FOR THE PROVISION OF OVERHEAD SERVICE CABLE TO THE ELECTRIC UTILITY DEPARTMENT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, SUPPORTING THE ESTABLISHMENT OF A TEXAS SCIENCE AND TECHNOLOGY CENTER IN SAN MARCOS; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE APPOINTMENT OF RUTH ANN GILBERT AS TEMPORARY ASSISTANT CITY CLERK FOR PURPOSES OF VITAL STATISTICS RECORDS ADMINISTRATION; AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND THE CAPITAL AREA EASTER SEAL SOCIETY FOR MAINTENANCE OF CITY PROPERTY; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mayor Chiu introduced for consideration Item 8.B. removed from the consent agenda, approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF PARKING LIMITATIONS IN THE PARKING LOTS OF THE FISH HATCHERY, VERAMENDI PLAZA, PARKS AND RECREATION DEPARTMENT AND CITY PARK; INCLUDING PROCEDURAL PROVISIONS; PROVIDING FOR PENALTIES; AND PROVIDING AN EFFECTIVE DATE. Mr. Doiron moved for approval of the Ordinance on second reading and Ms. Hughson seconded the motion. Mr. Doiron stated one hour is not enough time for tubing the river, and Ms. Hughson stated she is not comfortable with the limitation of time, especially for tourists. Ms. Tatum asked if SWT had been contacted for input, and Mr. Gilley stated they have not on this proposal, but have been advised by the Parks Department the Council is considering this matter. Ms. Hughson stated SWT's bus routes were inadequate near the downtown area and possibly the University could look at the bus routing. Mr. Doiron stated this matter should be tabled until the details can be worked out. Mr. Doiron then moved to table this matter and Mr. Moseley seconded the motion, which passed unanimously. Mayor Chiu introduced Item 8.D. removed from the consent agenda, remove from table and adoption of a Resolution, the caption which reads as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE FUTURE LAND USE PLAN OF THE CITY MASTER PLAN, FROM MIXED USE TO MEDIUM DENSITY RESIDENTIAL FOR AN 8.13 ACRE, MORE OR LESS,
