Action <br />Plan City <br />of San Marcos, TX <br />0° ���*�U�����°���> Summary <br />~ _--~ _ _ _ � <br />On February 9.2O10.the United States Congress approved Public Law 115-123, which directed <br />the U.S. Department of Housing and Urban Development (HUD) to allocate more than $12 billion <br />for mitigation activities proportional to the amounts that Community Development Disaster <br />Recovery (CDBG-DR) grantees received for qualifying federally declared disasters in 2015, 2016, <br />and 2017. <br />On August 30' 2018, 84 Federal Register 45838 was published, which allocated $0.875 billion in <br />Community Development Block Grant Mitigation /CDBG-MIT) to gnanhnoe recovering from <br />qualifying disasters in 2015, 2016, and 2017. This notice, and any subsequent notices, describes <br />grant requirements and procedures applicable to CDBG- MIT funds only. CDBG-MIT is a new grant <br />and the first appropriation of CDBG funds to be used specifically for mitigation activities. Aapart of <br />this notice, HUD allocated $24.O12'0OO in COBG'yW|Tfunds tothe City ofSan Marcos. <br />CD8G-MIT activities are defined as those that increase resilience to disasters and reduce or <br />eliminate the long-term risk ofloss oflife, injury, damagmtOand|ossOfpropehx'8ndeufhehng8nd <br />hardship, by lessening the impact of future disasters. These funds represent o Unique and <br />significant opportunity to carry out strategic and high -impact activities to mitigate disaster risks and <br />reduce future losses. The grant prioritizes activities that benefit vulnerable and lower-income people <br />and communities while targeting the most impacted and distressed areas. <br />This document, San Marcos'COBG-M|TAction Plan (Action Plan) was developed to meet the HUD <br />requirements outlined intheir Federal Register notice, 84 FR 45838 (August 30.3010.The Action <br />Plan includes arisk-based mitigation needs assessment derived from the 2O1OCity OfSan Marcos <br />/ Hays County Hazard Mitigation Plan (the Aaoeaunnent). The Assessment identifies and analyzes <br />all significant current and future disaster risks and provides 8 basis for the proposed C[)BG'M|T <br />activities. This Action Plan also includes information about the use ofCD8G-yW|Tfunds, including <br />prioritizing assistance for low- and moderate -income (LK4|) communities. ASdetermined through <br />the mitigation needs assessment and public input, CDBG-MIT activities will focus on decreasing the <br />risk offlooding in San Marcos through several initiatives/projects.
