Action <br />Plan City <br />of San Marcos, TX <br />period of time in various locations around Hays County quickly inundating the rivers, ditches, and <br />ephemeral streams. <br />The cumulative impact of these disasters has been devastating for the City of San Marcos, and the <br />scale of damage, both physically and financially, is unparalleled. The community experienced a loss <br />oflife and property, including asignificant amount Ofinfrastructure. These disasters have created <br />significant financial challenges for area residents, as well as local governments. |tiSimperative the <br />City of San Marcos address areas of concern to reduce the probability of future disasters, especially <br />those relating toflooding and repetitive loss. Through these holistic approaches, the City will be <br />able to improve the health and quality Oflife for its residents. Overview of the City of San Marcos Hazard Mitigation Action <br />Plan <br />As required by HUD, the City developed o mitigation needs assessment based in part onthe <br />existing, approved (the HMP, see <br />Appendix B). The purpose of the assessment is to identify strategies to protect life and property <br />and to minimize the costs of disaster response and recovery. The g0e| of the assessment is to <br />minimize or eliminate long-term risks to human life and property from known hazards by identifying <br />and implementing cost- effective hazard mitigation actions. The assessment addresses current <br />and future risks including hazards, vulnerability, and impacts of disasters. It also smnxem to identify <br />appropriate mitigation actions and develop the action plan that will reduce the highest risks that <br />Son yW8nooe faces. The assessment considers a comprehensive set of data sources that cover <br />multiple geographies and sectors and was completed according to guidelines set forth by HUD in <br />8 <br />
