City Council Meeting Minutes February 4, 2020 <br />important issues. Kristy Stark would have been more qualified because she <br />knows the code. Two of our Assistant City Mangers quit and now we have <br />three Assistant City Managers. Why do we have three Assistant City <br />Managers? That is more cops and firefighters and more affordable housing we <br />can have. Mr. Stapp is making $167,000, Stephanie is making $185,000 and <br />Joe is making $185,000. Why is Joe and Stephanie making more money than <br />Chase. When Chase has an impeccable track record and why do we need three <br />people? Was there a national search? Was there a hiring committee? This is <br />government not private sector. Finding it more problematic is that the City <br />Manager keeps adding items for his own neighborhood. The Mayor could <br />never vote on an agenda item that impacts her land. She would have to recuse <br />herself. Not sure why the charter is not allowing that provision. Would like a <br />charter amendment if City Manager and City Secretary have to live in the City <br />limits should also have the Assistant City Managers require to live in the City <br />limits. Or only have the City Manager live in the City limits. Speaking on <br />multigenerational. We are losing property taxes when people are packed in a <br />house like rats with all the cars on the street. We got chop shops in Blanco <br />Gardens and others selling drugs and staff have meet with. Death warrant on <br />Belvin Street because City Manager has refused to fix the sidewalks in front of <br />the habitant homes. List of names has not been provided from the residents of <br />Victory Gardens that didn't wanted the Historic Resource Survey. <br />CONSENT AGENDA <br />A motion was made by Deputy Mayor Pro Tem Rockeymoore, seconded by <br />Council Member Baker, to approve the consent agenda, with the exception of <br />#5 and #11, which were pulled and considered separately. The motion carried <br />by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />1. Consider approval, by motion, of the following meeting Minutes: <br />A. January 7, 2020 - Regular Meeting Minutes <br />B. January 10, 2020 - Council Visioning Meeting Minutes <br />C. January 11, 2020 - Council Visioning Meeting Minutes <br />D. January 21, 2020 - Work Session Meeting Minutes <br />E. January 21, 2020 - Regular Meeting Minutes <br />2. Consider approval of Ordinance 2020-04, on the second of two readings, amending the <br />City's 2018-2019 Fiscal Year budget to allocate a total amount not to exceed $573,000 <br />from excess revenues collected for sales taxes and Resource Recovery customer <br />services to increase the General Fund budget $548,000 for economic development <br />City of San Marcos Page 5 <br />
