Regular Meeting January 14, 2002 Page 6 <br /> <br />there will be cul-de-sacs and no through traffic now or in the future. <br />She stated if the Leah Streets are connected, it will make a thoroughfare <br />and negatively impact the neighborhood. She wants the neighborhood <br />protected. Key Moore stated their plan can include cul-de-sacs, with <br />access, if that is what the neighbors want. Mr. Moore stated the Texas <br />Department of Transportation recommends a back door artery, but they will <br />accept whatever decision the Council makes. Mr. Mihalkanin asked Ms. <br />Davila if she supported Option 4, and she stated yes. Dr. Rogers stated <br />they want to sell this property and indicated Option 4 would cost a <br />quarter million dollars less with the cul-de-sacs. Kelly Kilber of Pro- <br />Tech Engineering stated he has assisted Dr. Rogers with this project. Mr. <br />Kilber stated there are good qualities, zoning and land use with this <br />project. Mr. Kilber stated he thought there would be engineering problems <br />with the project if they connect their project to Broadway. He stated <br />there are two options presented, and either would be acceptable. Dr. Tom <br />Castoldi stated he is one of the owners of the property, and he thinks the <br />connection of Leah to Leah would be a good plan and would help eliminate <br />traffic accidents. Dr. Castoldi stated the connection of Leah to Broadway <br />would not be an acceptable option to anyone. Dr. Castoldi stated the <br />Planning and Zoning Commission devised the Leah to Leah option. Dr. <br />Castoldi thanked the Council for their attention. Michelle Scott of 205 <br />Lacy Lane stated the residents of Mockingbird participated in the Sector <br />planning and opposed the Leah to Leah connection. They do not want more <br />cars in their neighborhood. She stated traffic calming was discussed <br />during the Sector planning. She is opposed to the Leah to Leah connection <br />and hopes the Council will support the neighborhood. Robert Puente, a <br />resident of Mockingbird, stated he is opposed to the Leah to Leah <br />connection. He does not want to create the traffic situation as Bishop <br />Street being a shortcut from Ranch Road 12 to Hopkins. He stated children <br />can play safely in the neighborhood as it now exists. Larry McSpadden, <br />one of the property owners, stated Broadway and Leah are both 44 feet <br />wide. Mr. McSpadden stated the City's Planning and Traffic Departments <br />recommended the design. He expressed concern that they have sold some <br />property to a developer with a Master Plan that has been approved by the <br />City. He stated some did not like the design and changed it. He stated <br />he occasionally travels to Austin and hates to because it is gridlocked. <br />Mr. McSpadden stated San Marcos will be faced with this problem if we do <br />not now plan to address traffic needs. Mr. McSpadden stated the whole <br />City will benefit with road planning, and the Council will have to <br />determine this matter. Don Crawford stated last year the Council voted <br />down a connection between Crystal River Parkway and Highway 123. He <br />stated it has not yet been taken off the map. Mayor Chiu stated the City <br />will look into his concern. Robert Puente stated in response to Mr. <br />McSpadden's comments, a connection to this tract of land and the hospital <br />was proposed seven or eight years ago, and he thought that was a good <br />option. Ms. Hughson asked Mr. Moore for clarification regarding access <br />from Leah for the MF-4 development and what he meant by "cul-de-sac with <br />access" Ms. Hughson asked if that meant the apartment complex would <br />enter and exit through Leah Drive off Hwy. 123. Mr. Moore stated yes, he <br />wanted access to both Leahs, but they would use gates to control access to <br /> <br /> <br />
