Mayor Chiu introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING ELECTION PRECINCT BOUNDARIES AND POLLING PLACES FOR CITY ELECTIONS; AND DECLARING AN EMERGENCY. Mr. Cox moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY'S 2001-2002 BUDGET TO PROVIDE FUNDING FOR INCREASED STAFF IN THE ENGINEERING DEPARTMENT; AND DECLARING AN EFFECTIVE DATE. Ms. Hughson moved for approval of the Ordinance on first reading and Ms. Tatum seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.362 OF THE CITY CODE TO ADD A REPRESENTATIVE OF GARY JOB CORPS TO THE SAN MARCOS YOUTH COMMISSION; AND INCLUDING PROCEDURAL PROVISIONS. Mr. Mayhew moved for approval of the Ordinance on first reading and Ms. Tatum seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held January 14, 2002, approval of two Ordinances on second reading, adoption of three Ordinances on third and final reading, adoption of eleven Resolutions and approval of use of General Fund contingency funds in the amount of $30,000.00 related to the Animal Shelter Construction Project on consensus. The Council removed Items 18 and 19, adoption of Ordinances on third and final reading, and 20, 26 and 27, adoption of Resolutions, to be considered separately. Ms. Tatum moved to approve the minutes of the Regular Meeting held January 14, 2002, approve the two Ordinances on second reading, adopt the remaining Ordinance on third and final reading, adopt the remaining eight Resolutions and approve the use of General Fund contingency funds in the amount of $30,000.00 related to the Animal Shelter Construction Project on consensus and Mr. Mayhew seconded the motion, which passed unanimously (Mr. Mihalkanin and Ms. Hughson abstaining to Item 24, adoption of Resolution).
