Ms. Jane Moss read a letter from Kate <br />Johnson, Chairman or the Hays County Historical Commission. Ms. Johnson's <br />letter stated she supported the acquisition of the historical Cephas House <br />at 217 Martin Luther King Drive, which is part of the last remaining <br />historical African-American presence in Hays County. Ms. Johnnie <br />Armstead, founder of the Calaboose Museum, read two support letters. <br />first letter was written by Phil Schaap, Jazz Curator at the Lincoln <br />Center and the other letter was written by Gary Hartman, Director of the <br />Center for Texas Music History at Southwest Texas State University. Both <br />letters were in support of the acquisition of the Cephas House for the <br />Eddie Durham Museum and Heritage Park. 3) Ms. Giles stated she is the <br />Dunbar neighborhood representative. She stated she would like to see the <br />Council help preserve the Dunbar neighborhood by funding the acquisition <br />of the Cephas House for the Eddie Durham Museum. 4) Corina Jaimes, a <br />representative of Community Action, stated Community Action is requesting <br />CDBG funding for $20,000. The funding would be used for improvements and <br />repairs to the Community Action Center located at 611 MLK, which is a City <br />owned building. Mayor Chiu closed the public hearing. <br /> <br />The <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REVISING FEES FOR USE OF THE CITY ACTIVITY CENTER¡ INCLUDING <br />PROCEDURAL PROVISIONS¡ AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance, and Ms. Hughson <br />seconded the motion. Ms. Hughson requested a column be added to the <br />Activity Center fee chart showing how much of an increase the City would <br />see if the fees are raised. She also inquired as to the reduction of the <br />deficit by raising the fees. Mr. Cobb stated he would provide the changes <br />to the Activity fee chart and the figures showing the decrease in deficit <br />at the next City Council Regular Meeting on May 13, 2002. Ms. Hughson and <br />Mr. Mayhew both stated they are in support of raising the out-of-town <br />resident fees. Mr. Cox stated he is in favor of raising the fees since <br />they have not been raised since the center opened. He also agrees the <br />out-of-town residents should pay more, but does not want the fees raised <br />so high to where it would discourage the out-of-town residents from using <br />the Activity Center. Ms. Hughson asked Mr. Cobb to provide a comparison <br />of the cost for other local exercise facilities membership fees. Mr. Cobb <br />stated he would provide the comparison by the second reading.
