RESOLUTION NO. 2020-71R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS APPROVING THE RENAMING OF EL <br />CAMINO REAL PARK TO KENNETH M. COPELAND <br />MEMORIAL PARK; AUTHORIZING THE CITY MANAGER TO <br />INSTALL ANY SIGNS AND RECOGNITION PLAQUES <br />REFLECTING THE NEW NAME OF THE PARK AS MAY BE <br />APPROPRIATE; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. San Marcos Police Officer Kenneth M. Copeland was born on November <br />26, 1959 in Houma, Terrebonne Parish, Louisiana. His family relocated to Houston in <br />1971. <br />2. Officer Copeland was hired by the San Marcos Police Department in <br />March of 1998, and took the oath of office on July 29, 1998, where he held a Master <br />Peace Officer certification from the Texas Commission on Law Enforcement. <br />3. Officer Copeland was known for his infectious smile, love for youth, and <br />always having a cooler of Topo Chico mineral water in his patrol unit ready to share with <br />citizens during his shift. <br />4. Officer Kenneth M. Copeland was killed in the line of duty while serving <br />a warrant in the El Camino Real neighborhood on Monday, December 4, 2017. <br />5. On the recommendation of the Parks and Recreation Advisory Board, <br />Neighborhood Commission and the City Manager the City Council finds that Officer <br />Copeland performed outstanding service to the community and wishes to name a City <br />park after him. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br />PART 1. El Camino Real Park is hereby renamed Kenneth M. Copeland <br />Memorial Park. <br />PART 2. The City Manager is authorized to install any signs and recognition <br />plaques reflecting the new name of the park. <br />PART 3. This resolution shall be in full force and effect from and after its <br />passage. <br />ADOPTED on March 17, 2020. <br />
