City Council Meeting Minutes March 3, 2020 <br />she is the only Caucasian on the block finds it very odd, that every Hispanic <br />has got everything they wanted. The City went on private land or alleging they <br />didn't have right a way but we know they do as it is simplified by the utility <br />poles and built up a Hispanic neighbors drive way to shut her up on the <br />sidewalk. The City Manager is not installing a sidewalk on his employees who <br />makes sidewalk to the point that it's dangerous. People are walking in the <br />middle of the street. The stupidity of the sidewalks in my instance is that <br />because he held secret meetings, now my financial assets in those beautiful <br />trees of three different neighbors under threat. It is unsafe because people are <br />walking on the side of the street where they have to cross the street to get to <br />the food desert. Do I file a complaint against Kelly Eby for continuing <br />trespassing? When I send correspondence from refraining her to do that, when <br />she knows she didn't have a right for me to sign the form. Do file a complaint <br />against Saul for his secret meetings? What do I do? You guys have ripped into <br />my yard. If my trees were low level smoking weed or thieves, maybe you would <br />have paid attention to my trees. Do not understand why you guys are not <br />holding him accountable? The policy is that we have an open meeting with the <br />neighbors, not a secret meeting. Most neighbors didn't get their yard <br />butchered, I did and I'm the only one that is white on the block. <br />Deborah Carter, spoke in support of cite and release item. She thanked the <br />Mayor and Council for their time and service. She stated that she was upset to <br />read that no black people benefited in the cite and release in 2018. She stated if <br />she was to get pulled over, she wouldn't have a problem no matter or have the <br />least repercussions. She stated that it is very shameful, it's not justice and we <br />need the cite and release ordinance. Mr. Carter mentioned the economic <br />benefit of the cite and release ordinance. Talked about the cost of keeping <br />people in jail that we don't have room and that is expensive and another aspect <br />of the economic drain in our economy in our local employers. As Faylita Hicks <br />said, "cite and release is an opportunity not to have your life disrupted". She <br />stated people are struggling to find and maintain employment. She stated her <br />friends and neighbors are barely making ends meet. Economic development <br />has been one of the City's top initiatives. She stated from experience helping <br />friends find jobs and seen incidents of job related disruptions. She stated <br />unemployment rates are low but friends and neighbors are still struggling. <br />Employers will let people go for minor attendance issues and is seen as <br />unreliable and unstable. She stated that she has seen first hand people lose <br />their jobs for this specific reason for spending time in jail for minor and <br />victimless offenses. She mentioned that she has seen how it affects the whole <br />family due to the loss of their income to pay bills. Also, the grief and anxiety <br />to them or their children.
