RESOLUTION NO. 2020-84R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS APPROVING AMENDMENT NO. 4 TO THE AIRPORT PROJECT <br />PARTICIPATION AGREEMENT BETWEEN THE CITY AND THE TEXAS <br />DEPARTMENT OF TRANSPORTATION INITIALLY APPROVED BY <br />RESOLUTION NO. 2015-80R AND THEN AMENDED BY RESOLUTION NO. 2016- <br />80R AND RESOLUTION 2019-117R WHICH AUTHORIZED THE CITY'S <br />ACCEPTANCE OF A GRANT FROM THE TEXAS DEPARTMENT OF <br />TRANSPORTATION FOR THE CONSTRUCTION OF A BOX HANGAR AND <br />ASSOCIATED DEVELOPMENTS AT THE SAN MARCOS REGIONAL AIRPORT; <br />TO INCREASE THE ESTIMATED PROJECT COST FROM $881,200.00 TO <br />$920,447.00; TO APPROVE THE CITY'S EXPENDITURE OF LOCAL FUNDS IN <br />THE ESTIMATED AMOUNT OF $253,283.70; AUTHORIZING THE CITY <br />MANAGER OR HIS DESIGNEE TO EXECUTE ANY DOCUMENTS NECESSARY <br />FOR THE IMPLEMENTATION OF THE HANGAR DEVELOPMENT PROJECT; <br />AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. On July 21, 2015 (Resolution 2015-80R) the City of San Marcos authorized the <br />acceptance of a grant from the Texas Department of Transportation ("TxDOT") for the construction <br />of Eight Nested T -Hangars with Apron and associated improvements at the San Marcos Regional <br />Airport (the "Project"). <br />2. The City later changed the Project reference from Eight Nested T -Hangars to Hangar <br />Development in the execution of Resolution 2016-80R. <br />3. The City now wishes to amend Resolution 2015-80R to increase the estimated total Project <br />cost from $881,200.00 to $920,447.00 and to authorize an additional expenditure of $39,247.00 of <br />funding from the City for this Project. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. Resolution 2015-80R is hereby amended to increase the estimated total Proj ect cost from <br />$881,200.00 to $920,447.00. <br />PART 2. The City's expenditure of local funding for the Project is estimated to be approximately <br />$253,283.70 and is hereby approved. <br />PART 3. The City's expenditure of funds in the estimated amount of $39,247.00 for 100% payment <br />of additional work outside the original TxDOT scope is approved. <br />PART4. The City commits to constructing the Project in a manner consistent with the Airport Layout <br />Plan as approved by the State and to maintaining airport minimum standards, rates and charges that are <br />reasonable and non-discriminatory. <br />PART 5. The City Council names the Texas Department of Transportation as the City's agent for the <br />purposes of applying for, receiving and disbursing all funds for this Project and forthe administration ofcontracts <br />necessary forthe implementation ofthe Project. <br />PART 6. The City Manager is authorized and directed to execute, on behalf ofthe City of San Marcos, <br />at the appropriate time, and with the appropriate authorization of the City Council, all contracts and <br />
