Regular Meeting November 4, 2002 Page 4 Mayor Habingreither introduced for consideration approval of minutes of the Regular Meeting held October 28, 2002, approval of four Ordinances on second reading, adoption of three Ordinances on third and final reading, adoption of two Resolutions, approval for use of General Fund Contingency Funds in connection with the investigation of the campaign flyer in the amount of $17,000.00 and approval for use of General Fund Contingency Funds in connection with Mill Street area improvements in the amount of $675.00, on consensus. The Council removed Item 16, adoption of Ordinance on third and final reading, and Item 18, adoption of Resolution, to be considered separately. Mr. Mihalkanin moved for approval of minutes of the Regular Meeting held October 28, 2002, approval of four Ordinances on second reading, adoption of two Ordinances on third and final reading, adoption of one Resolution, approval for use of General Fund Contingency Funds in connection with the investigation of the campaign flyer in the amount of $17,000.00 and approval for use of General Fund Contingency Funds in connection with Mill Street area improvements in the amount of $675.00, by consensus, and Mr. Taylor seconded the motion, which passed unanimously. The captions of the Ordinances and Resolution read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 1,448.06 ACRES, MORE OR LESS, LOCATED OFF OF IH35 NORTH, NORTH OF THE BLANCO RIVER, INCLUDING THE CHAMPIONS CROSSING AND SADDLEBROOK SUBDIVISIONS (NORTH IH35 TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY'S 2002-2003 BUDGET TO PROVIDE FUNDING THE PURCHASE OF FIRE SAFETY EQUIPMENT; AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2.566 OF THE CITY CODE TO INCREASE THE PURCHASING AUTHORITY OF THE CITY MANAGER; AND INCLUDING PROCEDURAL PROVISIONS. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE RELEASE OF A DRAINAGE EASEMENT IN LOT 3, BLOCK A, WEATHERFORD HEIGHTS SUBDIVISION, TO CAROL D. CORMACK; AUTHORIZING THE CITY MANAGER TO EXECUTE A RELEASE; AND PROVIDING AN EFFECTIVE DATE. Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE SALE OF THE EASTERN ~ OF THE EASTERN ~ OF LOT 57, RIVERSIDE ADDITION, TO RICHARD DELEON, AND APPROVING THE SALE OF THE WESTERN ~ OF THE EASTERN ~ OF LOT 57, RIVERSIDE ADDITION, TO MR. AND MRS. GUILLERMO SOTO; AUTHORIZING THE CITY MANAGER TO EXECUTE SPECIAL WARRANTY DEEDS; AND PROVIDING AN EFFECTIVE DATE.
