The plan must be designed to enable the r-eeor-ds management <br />offleer to effeetively eafr-y out the duties preseribed by state law and this division. <br />• • <br />management plan shall: <br />W comply with the Texas Local Govermnent Records Act; <br />(2) adequately protect the essential records of the City; <br />Q) properly preserve those records of the City that are of historical <br />value; <br />0) establish guidelines for the implementation of records control <br />schedules; <br />establish training requirements for department records liaison(s); <br />provide for the proper maintenance, preservation and storage of <br />the electronic records of the City; <br />Q establish guidelines for the proper destruction of records, <br />including a description of the information that must be maintained <br />in a destruction log; <br />,(8) contain policies and procedures designed to reduce the costs and <br />improve the efficiency of recordkeeping_ <br />0 establish procedures for transferring records to an electronic or <br />digital format including guidelines for the disposition of records <br />that have been transferred,• and <br />LUO establish criteria for the use of the records center servingas s the <br />depository of inactive records with continuing value to the City. <br />
