Mayor Habingreither thinks City staff should investigate the <br />most appropriate methods to use for investigating this flyer. Mr. Taylor <br />inquired if the City hires an investigator and the investigator finds out <br />who circulated the flyer, then what would the City do. Mr. Mark Taylor <br />stated if a crime was committed, then the facts would be submitted to a <br />prosecuting authority. Ms. Tatum stated someone in the City of San Marcos <br />knows who wrote the flyer and pleaded for them to please call and let the <br />Council know who did this. Mayor Habingreither asked staff to come up with <br />recommendations on how to proceed in hiring a private investigator or <br />offering a reward. The Council agreed by consensus. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Ms. Tatum <br />stated she was glad to be back after having an unpleasant accident. She <br />stated she was looking forward to continuing addressing issues as a Council <br />Member. She requested gas station owners have a commercial emergency <br />shutoff. She stated consumers should shut their doors while pumping gas to <br />avoid an accident from occurring. 2) Mayor Habingreither stated he would <br />like the Council to set goals. He also stated he wants the Council to <br />develop visioning plans for the City and a long-range strategic plan. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (Weatherford v. City of San <br />Marcos; Carson v. City of San Marcos; and tax collection agreement). Mr. <br />Mihalkanin moved the Council adjourn into Executive Session at 10:41 p.m. <br />and Ms. Tatum seconded the motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 11:24 p.m. and Mr. Mayhew <br />seconded the motion, which passed unanimously. <br /> <br />The meeting adjourned at 11:25 p.m. on motion made by Mr. Mihalkanin and <br />seconded by Mr. Mayhew. <br /> <br /> <br /> <br /> <br /> <br />B.
