<br />70. <br />Regular Meeting <br /> <br />September 23, 2002 <br /> <br />Page 10 <br /> <br />Mr. Mayhew moved the Council reconvene at 9:32 p.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration Item 23 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A CONTRACT BETWEEN THE CITY AND THE SAN MARCOS AREA CHAMBER <br />OF COMMERCE FOR TOURISM PROMOTIONAL SERVICES DURING THE CITY'S 2002- <br />2003 FISCAL YEAR; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution and Ms. Narvaiz <br />seconded the motion. Mr. Mihalkanin moved to amend 4. Convention and <br />visi tors Bureau Board A. to read A Convention... Members of the Board are <br />expected to be familiar with the final report of the Mayor's Blue Ribbon <br />Committee on Tourism Development and Ms. Narvaiz seconded the motion, which <br />passed unanimously. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />Mayor Habingreither introduced for consideration Item 26 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AIRPORT PROJECT PARTICIPATION AGREEMENT BETWEEN THE CITY <br />AND THE TEXAS DEPARTMENT OF TRANSPORTATION ("TXDOT") FOR GRANT FUNDING <br />FOR RUNWAY IMPROVEMENTS TO THE SAN MARCOS MUNICIPAL AIRPORT; <br />AUTHORIZING TXDOT TO ACT AS THE CITY'S AGENT IN IMPLEMENTING THE <br />AIRPORT IMPROVEMENTS SPECIFIED UNDER THE GRANT; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE AGREEMENT AND RELATED DOCUMENTS ON BEHALF OF <br />THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mayhew moved for adoption of the Resolution and Mr. Mihalkanin seconded <br />the motion. Mr. Mihalkanin inquired whether the City could accept money <br />from TxDOT without limiting authority of the City over the airport or shift <br />authority to TxDOT. Mr. O'Leary stated the Federal Aviation Administration <br />has designated TxDOT as their agency in this State to distribute funds. <br />The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration setting the Regular <br />Meeting dates for November and December, 2002. Ms. Narvaiz moved to hold <br />Regular City Council Meetings on Monday, November 4, 2002 and Monday, <br />November 25, 2002 and Monday, December 2, 2002 and Monday 9, 2002, and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced a discussion regarding the Hispanic Chamber <br />of Commerce Building site location. Veronica DeBarrera stated she was an <br />architect working with the Hispanic Chamber on a new facility. She stated <br />
