Mayor Habingreither introduced for consideration Item 23 removed from the consent agenda, adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A CONTRACT BETWEEN THE CITY AND THE SAN MARCOS AREA CHAMBER OF COMMERCE FOR TOURISM PROMOTIONAL SERVICES DURING THE CITY'S 2002- 2003 FISCAL YEAR; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Members of the Board are expected to be familiar with the final report of the Mayor's Blue Ribbon Committee on Tourism Development and Ms. Narvaiz seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Resolution. Mayor Habingreither introduced for consideration Item 26 removed from the consent agenda, adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AN AIRPORT PROJECT PARTICIPATION AGREEMENT BETWEEN THE CITY AND THE TEXAS DEPARTMENT OF TRANSPORTATION ("TXDOT") FOR GRANT FUNDING FOR RUNWAY IMPROVEMENTS TO THE SAN MARCOS MUNICIPAL AIRPORT; AUTHORIZING TXDOT TO ACT AS THE CITY'S AGENT IN IMPLEMENTING THE AIRPORT IMPROVEMENTS SPECIFIED UNDER THE GRANT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT AND RELATED DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mr. Mayhew moved for adoption of the Resolution and Mr. Mihalkanin seconded the motion. Mr. Mihalkanin inquired whether the City could accept money from TxDOT without limiting authority of the City over the airport or shift authority to TxDOT. Mr. O'Leary stated the Federal Aviation Administration has designated TxDOT as their agency in this State to distribute funds. The Council then voted unanimously for adoption of the Resolution. Mayor Habingreither introduced for consideration setting the Regular Meeting dates for November and December, 2002. Ms. Narvaiz moved to hold Regular City Council Meetings on Monday, November 4, 2002 and Monday, November 25, 2002 and Monday, December 2, 2002 and Monday 9, 2002, and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Habingreither introduced a discussion regarding the Hispanic Chamber of Commerce Building site location. Veronica DeBarrera stated she was an architect working with the Hispanic Chamber on a new facility. She stated
