City Council Meeting Minutes May 28, 2020 <br />The City is looking at a phased in approach to re -opening City services and <br />public facing counters. <br />There will be a large food distribution Saturday May 30th from 8 a.m. to I <br />p.m. at 300 Vista Ridge Dr (Smiles Direct) in Kyle, conducted by Central Texas <br />Food Bank. <br />Council Member Baker asked when demographic shift happened? Has the <br />epidemiologist indicated what is driving the increase for the 20 -29 -year-old age <br />range and what contact tracing are they doing with these active cases? <br />Mr. Stapp stated that the 20 -29 -year-old was not leading in cases, but the last 2 <br />weeks there have been changes. Uncertain at this time why the increase, but the <br />largest number of this age group is college age students and they may have <br />returned. Many of the contract tracing indicates that most people are staying <br />home and not participating in any high-risk activities, but there is still a rise in <br />cases. He will obtain additional contact tracing information from the <br />epidemiologist. <br />Over the past weekend there were 5 staff, working 7:00 a.m. to 4:00 p.m. <br />picking up trash and cleaning restrooms in the river parks. TwelveEaster Seals <br />staff were also picking up trash and cleaning restrooms from 2:00 p.m. to 4:00 <br />p.m. and they would came lock the restrooms at night. Amy Kirwin and her <br />team were out educating citizens on trash and recycling receptacles. Melani <br />Howard and staff picking up trash in the river. <br />Mr. Stapp indicated the struggle staff had with the orange fencing being cut, <br />mostly at Children's Park and Bicentennial park near the construction zone. <br />Mayor Hughson asked if a fine is associated with cutting the fencing when it is <br />up for safety reasons. Mr. Stapp indicated there is a fine associated with this <br />but no one was caught so there were no charges. It would be a criminal <br />mischief charge but it would be an eligible offense for cite and release if it rose <br />to the level of a class B misdemeanor. <br />Council Member Derrick asked if staff was prepared to deal with 295+ <br />warnings over the weekend and to keep up with the crowds? Staff did not <br />indicate they were overwhelmed. She also asked if the staff from Easter Seals <br />staff were wearing Personal Protection Equipment (PPE) during pick up of <br />trash and when coming in contact with citizens. Mr. Stapp stated they were <br />wearing PPE in the parks and also in city facilities when cleaning. <br />City of San Marcos Page 3 <br />
