<br />Regular Meeting <br /> <br />July 8, 2002 <br /> <br />111. <br />Page 9 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />COMMITTING TO CITY PARTICIPATION IN A PARTNERSHIP WITH HAYS COUNTY IN <br />A GRANT APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY <br />AFFAIRS FOR CLEANING OF THE BLANCO RIVER; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Habingreither introduced for consideration Item 17 removed from the <br />consent agenda, adoption of an Ordinance on third and final reading, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE SAN MARCOS HORIZONS CITY MASTER PLAN ADOPTED IN SECTION <br />102.026 OF THE CITY CODE BY ADOPTING A NEW APPENDIX ENTITLED "PARKS, <br />RECREATION AND OPEN SPACE MASTER PLAN"; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Taylor moved for adoption of Ordinance on third and final reading and <br />Ms. Tatum seconded the motion. Mr. Taylor inquired as to the recommended <br />acres per thousand citizens. Mr. Cobb, Director of the Parks and <br />Recreation Department, stated the Parks and Recreation Advisory Board <br />recommended 50 acres per thousand citizens. He stated currently the City <br />is at 22 to 23 acres per thousand. Mr. Taylor asked what other <br />municipalities require. Mr. Cobb stated most municipalities require 7 to <br />50 acres. The Council then voted unanimously for the adoption of the <br />Ordinance on third and final reading. <br /> <br />Mayor Habingreither introduced for consideration Item 18 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A LETTER AGREEMENT BETWEEN THE CITY AND THE SAN MARCOS NOON <br />LIONS CLUB TO RENEW A LEASE OF PORTIONS OF THE RECREATION BUILDING IN <br />CITY PARK; AUTHORIZING THE INTERIM CITY MANAGER TO EXECUTE THE <br />AGREEMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution, and Ms. Tatum seconded the <br />motion. Mr. Mihalkanin inquired to the status of the request the Lions <br />Club had made regarding the improvements to the restrooms. Mr. Mark Taylor <br />stated if the Council is interested in improving the restrooms, this may be <br />done by a separate cost-sharing agreement with the Lions Club. The Council <br />then voted unanimously for the adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration Item 19 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF AMENDMENT NO.5 TO THE <br />
