• <br />RESOLUTION NO. 2009-137R <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, CONFIRMING THE <br />CITY MANAGER'S APPOINTMENT OF SHANE <br />SCOTT TO THE CITY OF SAN MARCOS FIRE <br />FIGHTERS' AND POLICE OFFICERS' CIVIL SERVICE <br />COMMISSION; AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS <br />• <br />1. Pursuant to an election, the City of San Marcos adopted the fire fighters' and <br />police officers' civil service law, now embodied in Chapter 143 of the Texas <br />Local Government Code, whose purpose is to "secure efficient fire and police <br />departments composed of capable personnel who are free from political influence <br />and who have permanent tenure as public servants." <br />2. Chapter 143 of the Texas Local Government Code requires the appointment of a <br />civil service commission to administer the civil service law in accordance with the <br />purpose stated by the Texas Legislature. <br />3. A civil service commission consists of three members appointed by the <br />municipality's chief executive officer and confirmed by the municipal governing <br />body. <br />4. City Manager Rick Menchaca has requested the San Marcos City Council to <br />confirm his appointment of Shane Scott to the San Marcos Fire Fighters' and <br />Police Officers' Civil Service Commission. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br />PART 1. The San Marcos City Council hereby affirms the City Manager's appointment <br />of Shane Scott to the City of San Marcos Fire Fighters' and Police Officers' Civil Service <br />Commission. <br />PART 2. Shane Scott's appointment will expire on February 3, 2012. <br />This Resolution shall be in full force and effect from and after its passage. <br />0
