<br />Regular Meeting <br /> <br />June 24, 2002 <br /> <br />73. <br />Page 5 <br /> <br />IH-35 NORTH, FROM "PD" PRE-DEVELOPMENT DISTRICT TO "PDD" PLANNED <br />DEVELOPMENT DISTRICT; ESTABLISHING BASE ZONING CLASSIFICATIONS FOR <br />PORTIONS OF THE PROPERTY; AMENDING THE FUTURE LAND USE MAP OF THE <br />MASTER PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. 1) Alan Holt stated he was the owner of the property and asked <br />the Council to support the adoption of this Ordinance. 2) Sherwood Bishop <br />stated he is a member of the Parks and Recreation Board and was in support <br />of the adoption of this Ordinance. He also read a letter written by Chris <br />North, the Chair of the Planning and Zoning commission, supporting the <br />adoption of this Ordinance. 3) Tom Wassenich stated he was in support of <br />this Ordinance and encouraged the Council to adopt this Ordinance. No one <br />else wished to speak, so Mayor Habingreither closed the public hearing. <br />Mr. Mayhew moved for adoption of the Ordinance including amendments, and <br />Ms. Tatum seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced a public hearing and consideration of <br />adoption of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 4.23 ACRE, <br />MORE OR LESS, TRACT OF PROPERTY LOCATED IN THE 2100 BLOCK OF IH-35 <br />NORTH, FROM "PD" PRE-DEVELOPMENT DISTRICT TO "PDD" PLANNED <br />DEVELOPMENT DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING <br />FOR PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one wished to speak, so Mayor Habingreither closed the <br />public hearing. Ms. Tatum moved for adoption of the Ordinance including <br />amendments, and Ms. Narvaiz seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration of approval of an <br />Ordinance on the first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXTENDING THE PERIOD OF A TEMPORARY SUSPENSION OF ISSUANCE OF PERMITS <br />FOR THE CONSTRUCTION OF OFF-PREMISE SIGNS; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Mayhew moved for the approval of the Ordinance, and Mr. Mihalkanin <br />seconded the motion. Mr. O'Leary stated this Ordinance needs to be <br />adopted on emergency. Mr. Mark Taylor stated the Council needs to either <br />adopt this on an emergency or the Council could have two more reading <br />during Workshops. Mr. Mayhew and Mr. Mihalkanin both agreed to withdraw <br />their motion for approval. Mr. Mayhew moved to adopt with the amendment of <br />adoption on emergency throughout the Ordinance, and Mr. Mihalkanin <br />seconded the motion.
