129 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 12, 1982 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Elida A. Mendez Jaime Moore Tess Norris City Manager City Secretary City Attorney Director of Finance City Planner A. C. Gonzalez Janis K. 1ivomack Barbara Edwards Earl Williams Joe Garza Also Present: Gene Hildebrandt, Julie (KCNY) , Jerri Martin, Shirley Wickersham, Terry Roberts, Brenda Smith, W. C. Carson, Frank Rich, Jim Faucett, Bill Pray tel , Dinah Elwell, Don Butler and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held March 22, 1982. Mrs. Norris moved to approve the minutes and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: Brown, Kreczmer, Craddock, Mendez, Norris. NAY: None. ABSTAIN: Farr, Moore. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held at 6:30 p.m. AprilS, 1982. Mr. Brown moved to approve the minutes and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held at 7:30 p.m. AprilS, 1982. Mrs. Norris moved to approve the minutes and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration confirmation of an appoint- ment to the Personnel Appeals Board. Mr. Farr moved to approve Dr. Francis Rich for reappointment to the Personnel Appeals Board and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration the appointment of a Director to the Industrial Development Corporation to fill the va- cancy of Dick Burdick, such term to expire in July, 1985. Prior to the meeting the names of Ruben Ruiz, Sr. and Lupe Carbajahl were placed in nomination. Mr. Farr withdrew his nomination of Ruben Ruiz, Sr. from consideration. Mrs. Mendez moved Lupe Carbajahl be appointed as Director to fill the vacancy and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock opened a public hearing to consider approval of a Zon- ing request of Lot Nos. 103, 104, 107, 118, 119 and 120 in Block No. 12 of the Westover Addition from "R-l" to "R-2", requested by Harry Bishop and H. M. Brittain. Mr. Bishop spoke in favor of the zoning change request and no one else wished to speak in favor or against the zoning change, so Mayor Craddock closed the public hearing. The Zoning Ordinance was then read on first reading, the caption which was read as follows:
