City Council Meeting Minutes June 16, 2020 <br />At 25% contribution: <br />• City's contribution will be $468,529 in 2021 from 2020 AV <br />* County's contribution will be $275,414 in 2021 from 2020 <br />Recommendation is this will change for only one year this was done to <br />accommodate the impacts the City, in particular will have due to COVID 19 <br />issues and other revenue shortfalls (short term positive revenue of nearly <br />$840,000) and County will have a one-year benefit of this change of $495,745 <br />due to this change. <br />Council Member Derrick inquired about the proposed shuttle bus system for <br />downtown. Mr. Hitchcock noted that the Request for Proposal was put on <br />hold, per the Parking Advisory Board, until more is known about the effects of <br />Covid, but the funding is earmarked for that purpose. <br />Mayor Hughson, who also serves as the chair of this TIRZ board, noted that <br />none of the projects will be detrimentally affected since the increase in assessed <br />valuation has increased so much this year. <br />Mayor Hughson opened the Public Hearing at 7:22 p.m. There being no <br />speakers, the Mayor closed the Public Hearing at 7:22 p.m. <br />A motion was made by Council Member Derrick, seconded by Mayor Pro Tem <br />Mihalkanin, to approve Ordinance 2020-46, on the first of two readings. The <br />motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />22. Receive a Staff presentation and hold a Public Hearing in regards to proposed projects <br />and programs for the 2020 Community Development Block Grant (CDBG) - Entitlement <br />allocation of $722,904 and reallocation of $125,000 in the 2019 CDBG Entitlement <br />allocation. <br />Michael Ostrowski, Assistant Director of Planning and Development Services <br />provided a presentation on the 2020 Community Development Block Grant <br />(CDBG) entitlement allocations. <br />Mr. Ostrowski provided the requirements due to COVID 19. The HUD Allocation for <br />Program Year 2020-2021 is $722,904 + $125,000 for a total of$847,904. Seventy percent <br />must benefit low moderate income people.
