City Council Meeting Minutes June 16, 2020 <br />NON -CONSENT AGENDA <br />23. Consider approval of Ordinance 2020-47, extending the temporary waiver of the 15 <br />percent late charge and the one percent per month interest charge for delinquent hotel <br />occupancy tax payment under section 78.103 of the San Marcos City Code to monthly <br />payments due on July 20, 2020 due to the continuing COVID-19 pandemic; providing for <br />adoption of this ordinance as an emergency measure on only one reading; and providing <br />an effective date. <br />A motion was made by Mayor Pro Tem Mihalkanin, seconded by Council <br />Member Gonzales, to approve Ordinance 2020-47, on first and final reading. <br />The motion carried by the following vote: <br />For: 6 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Deputy <br />Mayor Pro Tem Rockeymoore, Council Member Baker and Council Member <br />Gonzales <br />Against: 0 <br />Absent: 1 - Council Member Marquez <br />24. Consider approval of Resolution 2020-131R, amending the Community Development <br />Block Grant (CDBG) Action Plan for Program Year 2019 to add the awarded Community <br />Development Block Grant -Coronavirus (CDBG-CV) allocation of $425,261 and <br />approving projects for the use of these funds; authorizing the City Manager or his <br />designee to act as the official representative of the City in matters related to the CDBG <br />Program and Action Plan; and declaring an effective date. <br />MAIN MOTION: a motion was made by Deputy Mayor Pro Tem <br />Rockeymoore, seconded by Council Member Derrick, to approve Resolution <br />2020-131R. <br />Council Member Mihalkanin recused himself from discussion due to his <br />employment at Texas State University. <br />Council Member Derrick asked about more testing and the turn around time <br />on test results. Mayor Hughson mentioned testing sites and the number of tests <br />conducted this past Sunday. Mayor Hughson asked if we decide not to approve <br />one of these, can still accept another application at this point or is it to late? <br />Mr. Ostrowski stated that we can accept an application but we would need <br />another Public Hearing and have a public comment in order to allow others to <br />apply. The process could be restarted. Mayor Hughson asked if we could <br />approve some of applicants and hold some back to allocate later?
