MRWsm-Trilmamr <br />Meeting Minutes <br />City Council <br />Tuesday, July 7, 2020 3:00 PM Virtual Meeting <br />This meeting was held using conferencing software due to the COVID-19 rules. <br />I. Call To Order <br />With a quorum present, the work session of the San Marcos City Council was <br />called to order by Mayor Hughson at 3:06 p.m. Tuesday, July 7, 2020. The <br />meeting was held virtually. <br />II. Roll Call <br />Present: 6 - Council Member Melissa Derrick, Mayor Jane Hughson, Mayor Pro Tem Ed <br />Mihalkanin, Deputy Mayor Pro Tem Mark Rockeymoore, Council Member Maxfield <br />Baker and Council Member Saul Gonzales <br />Absent: 1 - Council Member Joca Marquez <br />PRESENTATIONS <br />1. Receive a staff presentation and hold discussion regarding the San Marcos Police <br />Department Use of Force policy specifically with regard to the topics highlighted by the "8 <br />Can't Wait" campaign. <br />Bert Lumbreras, City Manager, provided a brief introduction regarding the <br />Police Department's use of force policy. He stated that we have a very <br />progressive police department, and he is proud of the integrity and culture that <br />has been fostered in the department. He explained this is possible by hiring the <br />best and maintaining that high quality through ongoing training. The hiring <br />process emphasizes hiring highly qualified law enforcement professionals, and <br />ensuring they are a good fit for our community. The Police Department has <br />placed a priority on community policing through events such as Coffee with a <br />Cop, National Night Out, and the Citizen Police Academy. They also <br />encourage meaningful community engagement through ongoing <br />communication with citizens, our stakeholders, and the Chiefs Advisory <br />Panel. There are polices in place that address each of the "8 Can't Wait" <br />initiatives that have been proposed by advocates and will be discussed in more <br />detail. All policies should be reviewed periodically to ensure they are still <br />appropriate and relevant, and we are recommending a similar review of our use <br />City of San Marcos Page 1 <br />
